PCN Business and Transformation Manager

This is a predominantly home-based role with flexibility to work from any PCN practice site, offered on a part-time basis (3 days per week / 24 hours), including Tuesdays, with some flexibility required.
The post is fixed-term for 20 months, with the possibility of extension subject to ongoing funding availability.
The PCN Business and Transformation Manager is a senior leadership role, responsible for providing the financial management, statutory compliance, and strategic development capability that the PCN requires to function effectively, meet its obligations as a limited company, and position itself to thrive within an evolving NHS landscape.
The postholder will ensure compliance with business, governance, financial, and strategic functions to ensure the safe and effective operation of the PCN in partnership with the wider PCN Team. This will include managing performance (including KPIs), coordinating the ARRS workforce, financial probity and contractual obligations.
The postholder will work closely with the Clinical Director to support the PCN's effective leadership, acting as the primary interface between the PCN and external stakeholders including the ICB, local authority, patient representatives, third sector providers and our wider system partners.
Main duties of the job
The postholder provides senior leadership across the PCN, overseeing financial management, governance, strategy, workforce and performance. They manage budgets, forecasting, ARRS/DES funding, reporting and year‑end accounts, ensuring statutory compliance including Companies House, data protection and insurance, acting as or supporting Company Secretary.
Working with the Clinical Director, they support strategy, system partnerships and engagement with the ICB, local authority and neighbourhood structures, identifying growth and income opportunities.
They oversee ARRS workforce delivery, line manage key staff, support recruitment, HR and wellbeing, and coordinate Board processes including agendas, papers, minutes and planning cycle.
They lead performance management, DES delivery and transformation programmes (access, digital, LTC and service improvement), using data to drive improvement and expansion.

Job responsibilities
Financial Management and Governance
Take ownership of the PCN's financial management, including budget setting, monitoring, and forecasting.
Prepare and present regular financial reports to the PCN board.
Ensure accurate management of ARRS funding, DES payments, and any additional income streams.
Work with the PCN's accountants to ensure year‑end accounts are completed accurately and on time.
Identify financial risks and opportunities and bring them to the attention of the board proactively.
Ensure financial controls and processes are fit for purpose and proportionate to the organisation's size.
Statutory and Company Compliance
Ensure the PCN meets all obligations as a limited company, including Companies House filings and director responsibilities.
Maintain oversight of the PCN's governance framework, ensuring policies and processes remain current and compliant.
Act as Company Secretary or support this function as required.
Ensure the PCN maintains appropriate insurance, data protection compliance, and employment law obligations.
Provide assurance to the board that statutory obligations are being met.
Strategic Development and System Relationships
Support the Clinical Director in developing and maintaining the PCN's strategic direction.
Monitor national and local policy developments, particularly the Neighbourhood Health Framework and Primary Care Network DES requirements, and brief the board on implications.
Develop and maintain productive working relationships with the ICB, local authority, and place‑based partners.
Support the PCN to position itself effectively within neighbourhood and place‑based structures as these develop.
Represent the PCN at system meetings as delegated by the Clinical Director.
Identify and pursue opportunities for new income, contracts, or partnership working that are aligned with the PCN's strategy.
Workforce and Contracting Oversight
Provide strategic oversight of the ARRS workforce, working alongside the Operations Manager who manages day‑to‑day deployment.
Provide line management to the Operations Lead and PCN Admin Lead.
Ensure ARRS roles are being used appropriately, in line with national guidance, and that the PCN is maximising its entitlement.
Oversee any contracts or service level agreements held by the PCN.
Support recruitment and HR processes as required, including for senior roles.
Ensure the health, safety and well‑being of self and others working within the PCN.
Maximise training opportunities for the PCN team.
Board and Leadership Support
Prepare board meeting agendas, papers, and minutes in conjunction with the Clinical Director and ensure these are shared with the wider PCN team in a timely way.
Ensure the board has the information it needs to make sound decisions, presented clearly and accessibly.
Manage the PCN's annual planning cycle and business planning process.
Support effective communication between the PCN, its member practices, and external partners.
Programme, Performance and KPI Management
Work closely with the wider PCN Team to deliver our ICB transformation programmes including access improvement, digital optimisation, LTC models and team expansion.
Manage the PCN DES to ensure maximum achievement across all sites, providing data‑driven recommendations to enhance practice and PCN performance.
Consider, suggest and lead on PCN developmental programmes to both ensure compliance and ensure PCN longevity by maximising PCN / Practice income.
Expand the role of the PCN in research studies in agreement with the wider PCN Team.
Look to maximise opportunity for growth and expansion of service offer, potential across PCN boundaries working towards a larger neighbourhood model.
Take lead responsibility for the PCN transformation programme including quality improvement and digital transformation.

This role is being created at a time of significant change in primary care. The NHS Neighbourhood Health Framework, if implemented as proposed, will substantially reshape how general practice operates within its local health system. * Experience of working in or with NHS primary care (GP practice, PCN, CCG, ICB, or federation).
* Experience of managing statutory/compliance obligations for a limited company or NHS body.
* Experience of stakeholder management and partnership working at system level.
* Experience of business planning and strategy development.
* Experience of workforce management or HR oversight.
* Understanding of the NHS primary care landscape and current policy context, including neighbourhood health.
* Ability to translate complex financial information for non‑finance audiences.
* Strong written and verbal communication skills.
* Ability to work independently and exercise sound judgement.
* Knowledge of PCN DES and ARRS funding framework.
* Knowledge of company secretarial and governance requirements.
