We’re looking for a proactive and commercially astute Supply Chain Lead to join our Highway Operations Service and ensure our teams have the resources they need to deliver safe, efficient, and high-quality infrastructure across Derbyshire. This is a pivotal role that combines operational oversight, supplier relationship management, and strategic procurement to support the delivery of construction and maintenance projects. You’ll lead a dedicated supply chain team and work closely with commercial, operational, and delivery managers to ensure our supply chain is resilient, compliant, and aligned with service goals. Key Responsibilities • Lead the supply chain team and manage procurement routes for materials, services, plant, and labour. • Develop and implement supplier performance frameworks, including KPIs and development plans. • Oversee tendering, sourcing, and contract management activities to ensure value for money and compliance. • Mitigate supply chain risks and establish contingency plans for critical resources. • Provide expert advice on procurement regulations and best practice. • Analyse market trends and supplier data to identify opportunities for cost savings and innovation. • Collaborate with operational teams to manage inventory, reduce waste, and improve logistics. • Deputise for the Commercial Manager in strategic forums and partnership engagements. About You • Significant experience in procurement or supply chain management, ideally within highways or construction. • Strong negotiation, supplier management, and contract administration skills. • Ability to analyse complex data and market trends to inform decision-making. • Excellent communication and stakeholder engagement skills. • A proactive leader with a commitment to continuous improvement and collaborative working. Essential Qualifications and Experience • Relevant qualification (e.g., HND/Degree) or extensive managerial experience in a supply chain role. • Experience in tendering, supplier performance management, and risk mitigation. • Practical experience with procurement and finance systems. Desirable • Experience in public sector procurement and compliance with Public Contracts Regulations. • Knowledge of sustainable procurement and social value. • Familiarity with inventory management and logistics principles.
