Responsibilities
1. Take lead responsibility for the internal delivery of strategic and operational procurement for defined categories of expenditure, delivering a portfolio of high‑value and/or strategic contracts.
2. Support the Chief Procurement Officer, deputising in their absence, in developing the interface between business units, corporate support functions and the procurement team to drive change, innovative procurement practice and contract compliance, pursuing savings and cost avoidance.
3. Through sourcing, deliver aspects of a strategic procurement work plan and participate in relevant regional and national Procurement hub work‑streams. Achieve annual savings targets, comply with legislation, identify future investigation areas and add value to the Trust.
4. Work autonomously to achieve and maintain NHS Procurement & Commercial Standards accreditation, leading on a key area of strategic delivery.
5. Lead on strategic, complex and high‑value procurement exercises.
6. Oversee the portfolio of categories of spend to ensure effective use of resources to deliver the Trust’s objectives.
7. Account for business‑as‑usual delivery for the Procurement Shared Service.
8. Account for assigned strategic areas in line with the Continuous Commercial Assessment Framework.
9. Manage recruitment, retention, development programme to sustain service delivery.
10. Manage and develop Procurement Department staff, ensuring professional development via Training Needs Analysis.
11. Use persuasion and influencing skills to engage and influence stakeholders at all levels within the organisation to facilitate participation in identified procurement activity.

Excellent communication, negotiation and analytical skills; ability to influence at all levels. Demonstrate commercial awareness, sound judgement and a proactive approach to problem‑solving. Commitment to collaboration, innovation and continuous improvement aligned to the Trust’s values. Ability to manage multiple priorities in a fast‑paced and dynamic environment.
