Job Description

The UK government’s resettlement programmes (such as the UKRS, ARAP as well as other UK Resettlement Schemes) support refugees who are selected and processed in the region of origin and brought to the UK with their status already determined. Under this scheme, a specific quota of refugees will be coming to the UK for resettlement.

The role is to manage/supervise the resettlement of Refugees into settled accommodation. The use of Project management and change management techniques is essential whilst ensuring the deliverables, processes and management of the schemes are aligned to departmental resources and requirements.

The Project Officer (Refugee Resettlement) will work across the 3 Housing Support Services including Tenancy Sustainment and Housing First. This will be in line with the day-to-day management of the team as a whole.

The Project Officer (Refugee Resettlement) will support their fellow officers with Housing Support Operational issues and will support, mentor and coach team members by validating their decisions, dealing with complex cases, and resolving front line complaints.

The Project Officer (Refugee Resettlement) will manage Housing Support staff alongside the Housing Support Officers.

The post holder will deputise for the Housing Support Operations Manager in their absence.

Oversee the Development and Implementation of a Refugee and Resettlement Strategy

Manage and deliver the resettlement of refugee families into Moray

The Individual

Significant experience of managing projects and people.

Experience in project management, including:

• demonstrable success in managing and delivering projects on target, within legislative guidelines and to meet individual and community requirements.

• preparation of formal reports including evaluation of options, identification and assessment of risks and making appropriate recommendations.

• Considerable experience of working in a Housing Needs/ Housing environment.

• Knowledge of Housing Practice and legislation.

HNC in relevant Housing, social care or social work discipline.

Experience of supervising staff and organising workloads to time, cost and quality targets.

Display clear leadership skills and be able to influence and persuade others effectively .

Ability to respond to competing demands, prioritise self and work on own initiative.

Effective research and analysis skills.

Excellent communication and presentation skills – oral and written. Able to give compelling and simple presentation of information to a variety of audiences.

Ability to absorb changing information and apply this effectively.

Ability to evaluate risk and to understand the implications of information and how it relates to corporate and departmental objectives.

Broad understanding of all aspects of local government departments e.g. social work, housing, benefits, education.

Ability to keep own skills up to date and to maintain awareness of developments across national and local government.

Ability to forward plan, anticipating various potential outcomes.

Ability to gain trust of stakeholders including communities and third sector and take a collaborative approach.

Ability to remain impartial and stand own ground. Ability to work accurately and to accept responsibility.

Sound knowledge of good housing management practice and ability to give constructive advice under pressure.

Excellent communication skills at all levels to both technical and non-technical audiences.

Ability to influence, persuade and convince others, demonstrating leadership skills and the ability to establish a rapport with a range of audiences.

Confident, well-founded approach.

Must respect confidentiality.

Can relate to people at all levels Able to work effectively as part of a team.

Ability to operate in a challenging work environment.

Ability to work flexibly to meet the needs and demands of the service.

Ability to work in an open plan/shared office.

This post is considered to be a ‘Regulated Role’ under the Disclosure (Scotland) Act 2020. Under the Act it is a legal requirement for an individual undertaking a regulated role with children or protected adults to be a member of the Protecting Vulnerable Groups (PVG) scheme.

Therefore, the successful candidate will be required to join the PVG Scheme or undergo a PVG Scheme Update check prior to any formal offer of employment being made by Moray Council.

Starting Salary: £46,502.95per annum

£24.67 per hour

36.25 hours per week
