Technical Licensing Officer - Licensing Team. Salary: £33,531 - £38,052 per annum. Grade: D. Contract Type: Permanent. Hours: 37 hours per week. Location: Thurrock Council.
The Selective Licensing Team sits in the Private Housing Service within Community Protection & Enforcement Services at Thurrock Council. Our goal is to ensure that private rented housing across the borough is safe, well-managed, and compliant with legal standards. We work closely with landlords, tenants, and partner agencies to improve housing conditions and protect residents. As a Technical Licensing Officer, you will play a key role in delivering our licensing schemes and supporting our commitment to raising housing standards.
Responsibilities
* Apply housing and licensing legislation, particularly the Housing Act 2004, to assess, process, and determine licence applications.
* Use digital systems and data tools to manage cases, maintain accurate records, and produce performance reports.
* Manage an active caseload, ensuring all tasks are completed within statutory and service deadlines.
* Communicate effectively with landlords, tenants, and partner agencies to resolve issues and promote compliance.
* Support the improvement of housing standards across Thurrock through advice, inspection, and enforcement activity where required.
What We’re Looking For
* Experience in housing, environmental health, property licensing, or a related regulatory field.
* Confidence in working with legislation, data systems, and digital tools.
* Strong organisational skills with the ability to manage caseloads and meet deadlines.
* Excellent communication skills and the ability to build effective relationships with a range of stakeholders.
