Exciting Opportunity to Join Our Highways Commissioning Team

Highways Commissioning is looking for an ambitious and self-motivated individual to join our Contract Management Team and support the administration and delivery of Hampshire’s highways contract.

Your contribution will help drive the successful delivery of our highways service while giving you the opportunity to develop and grow within a supportive team.

Please note that interviews for this position will be conducted face-to-face. Applications will be reviewed as they are received, and we may close the application process early if a suitable candidate is identified.

The Role:

Working within the Highway Contract Management Team, you will be part of a team responsible for the delivery and management of the Hampshire Highways Service Contract (HHSC), which delivers over £80m of highway maintenance and improvement projects each year.

This role will be based at our Winchester office. However, as part of Hampshire County Council’s Open Workplace Policy, the successful candidate may undertake part of their work from home, subject to business requirements. The successful candidate will also be required to join the team for in-office collaborative working days, currently two days per week (Tuesdays and Wednesdays).

What you’ll do:

You will provide support to the wider teams managing the maintenance, improvement, regulatory, and asset management functions of the highway network to ensure an efficient and effective service for highway users. Further details of the responsibilities can be found in our candidate pack.

You will need to be able to understand complex documents, interpret and analyse data, manage and prioritise competing workloads effectively, adopt a systematic approach to work, and be comfortable using a wide range of IT systems.

What we’re looking for:

We’re looking for someone organised and analytical who’s comfortable working with detailed documents like contracts and using computer systems to handle and analyse data. You’ll have a good grasp of project management basics, be able to juggle priorities and meet deadlines, and communicate clearly with a range of people. You’ll also be someone who works well with others, builds strong working relationships, and isn’t afraid to challenge things in a positive way to help improve performance.

It would be a bonus if you have experience in highway maintenance, NEC contracts, health and safety requirements, or working in a local authority or public sector setting. Knowledge of mapping systems like ArcGIS, and experience using AI tools to improve how you work or make decisions, would also be helpful.

If this sounds like you, we’d love to hear from you—apply now to be part of our team.

Why join us?

We offer a flexible, motivating and inclusive workplace, where talent is truly recognised and developed. We have created an environment that you can look forward to being a part of and where you are empowered to be your best and believe in creating a workplace built on teamwork where people can grow and develop in their roles.
