Job overview

As the Deputy Chief Medical Officer you will, along with the Chief Medical Officer, provide leadership to the medical workforce, ensuring a strong clinical voice in the organisation and the local health economy. You will join a team of Associate Medical Directors working closely together to support the operational and clinical teams on clinical issues and priorities, which align with the Trust’s Corporate Strategy, ambitions and values. You will support the Chief Medical Officer in responding to queries relating to the Chief Medical Officer’s overall portfolio.

We are seeking a clinical leader with a proven track-record of medical engagement and leadership who will empower and inspire our committed workforce to promote the development of the Trust internally, at Place and across the Integrated Care System to optimise health outcomes, effectiveness and quality of care for our patients and population.

Detailed job description and main responsibilities

You will champion quality improvement, innovation and our desire to continuously reduce unwarranted variation, creating a culture of inclusion and support.

You will provide vision and professional leadership to medical colleagues, promoting excellence in all areas of clinical practice. An important part of this role is to drive innovation and service development, encouraging the involvement of medical colleagues in research, innovation and education. You will help to design and implement services, policies and measures that meet the diverse needs of our service, population and workforce, ensuring that none are placed at a disadvantage over others.

You will deputise for the Chief Medical Officer during periods of absence. This will include the attendance at Board level and senior operational meetings and the postholder will be expected to make informed decisions at this level.

It is anticipated that the post-holder may aspire to a full executive role in the future.

The role will attract 10 PAs of time. The successful candidate will also have the option to continue working some clinical sessions in their registered specialty, subject to discussion and agreement by all parties.


Person specification


Experience

* Employed at Consultant level for a minimum of 2 years
* Significant experience as a Senior Clinician
* A track record of operating within a management/ leadership role
* Significant local contribution to the transformation of NHS services and improvement
* Partnership working and credibility at a senior level, including significant workforce and service transformation
* Track record of delivering innovation and excellent performance
* Experience in mentoring and/or coaching
* Experience in a senior educational role eg TPD, College Tutor or equivalent
* Experience of line managing staff
* Experience of developing and implementing strategy
* Experience of system working such as WYAAT program or ICB role
* Experience as a medical appraiser

* Work in an environment with frequent interruptions, and within stressful, unpredictable situations including responding to and solving urgent and emergency situations daily


Knowledge

* Up-to-date knowledge of the current health agenda
* An understanding of the Foundation Trust strategic direction and vision for clinical services
* An understanding of the role of management and clinical contribution to the overall Foundation Trust agenda.
* Key issues and complexity and pace of change facing the NHS nationally and locally, assess and describe impact on services
* Principles and impact of the NHS Constitution
* Sound knowledge and understanding of computerised financial, management, budgetary management and workforce information systems
* Sound knowledge and understanding of complex governance arrangements and standards in the NHS and the wider health and social care economy


Qualifications

* Registered with the GMC & on the Specialist Register OR full GDC registration
* Personal development record which reflects ambition to lead and manage
* Formal qualification in management and / or leadership
