Job Overview:
The Principal Quality Operations Specialist interprets internal or external business issues and recommends best practices. They may be tasked with solving complex project and operation level quality incidents and problems and will work independently with minimal guidance. The Principal Quality Operations Specialist may be responsible for leading functional teams or projects and is regarded as a specialist in the field of quality assurance. As such, they must have in-depth expertise in the application of ISO 9001 / 29001 based Quality management systems requirements to projects / cross discipline functions of operations and a broad knowledge of the operations discipline within the quality function.
Key Tasks and Responsibilities:
1. Review contract scope of work, specification, Project Execution Strategies and Plans, and accepted qualifications to identify unique requirements or special processes and translating these requirements into PPIG (Plans, Procedures, Instructions and Guidelines) during the project lifecycle, required for effective quality assurance, control, reliability and improvements
2. Direct, supervise, and participate in the activities of the Project Management Team to ensure process and product quality requirements are achieved
3. Initiate Quality Planning through identification of proactive and preventive measures to minimise and prevent repeated quality risks and incidents and evaluate the effectiveness of the Project Quality Plan/procedures necessary to achieve the desired product quality
4. Initiate Fit for Purpose evaluation and propose dispositions for non-conforming items
5. Assure through proper utilization of resources and audit verification of the effective execution of the Project quality requirements
6. Coordinate daily with the quality team to ensure adequate resources are available for day-to-day activities. Provide mentoring and coaching to the team as required for each discipline
7. When required, Develop a Project Quality Plan to cover all customer requirements to a level of detail necessary to ensure integration within the Project Quality Plan
8. Liaise with the project Personnel and Customers to ensure that Quality problems are addressed and technically resolved utilising the opportunity to prevent reoccurrence
9. Oversee the Project Certification of products and as it is progressed through workface packages and monitor the progress/status of quality records associated with project completion
10. Prepare Quality related ‘lessons-learned’ and input to the project Close-out Reporting
11. Conduct Readiness Review and technical assurance reviews with all QA/QC disciplines
12. Participate and lead in Root Cause Analysis (RCA) of Project Quality incidents
13. Prepare weekly MOM, Monthly reports (QMR), and other project quality reports and QKPI metrics as necessary
14. Plan and arrange for quality related meetings along with the Manager Assurance, Quality Inspectors, Expeditor, Package Manager, Supplier, and Clients
15. Oversee and co-ordinate regulatory and certifying authority / independent verification body written scheme of examination and integrity assurance programs
16. Review Requests for Quotations, Technical Bid Evaluations and Purchase Requisitions/Subcontracts to ensure project specific quality requirements are identified
Essential Qualifications and Education:
17. Bachelor’s Degree in engineering discipline and / or quality management experience required
18. 10+ years in a relevant field related to quality management of EPC Oil and Gas projects
19. ISO 9001 Lead auditor certification and experience preferred
20. Hold current Green / black belt training in Lean Sigma or equivalent preferred
21. Proficient with Microsoft Office based programs such as Word, Excel, powerpoint, Teams and Outlook
22. Minimum 5 years experience, in participation and leading QHSES incident investigation
23. Professional member of Chartered Quality Institute (CQI) or American Society of Quality (ASQ) or equivalent preferred
