REED is supporting our client within Resident Services & Climate Change to recruit an experienced Service Manager (Street Scene). This role is essential in ensuring the effective delivery of core environmental services, with a particular focus on waste and recycling operations.
The successful candidate will provide operational leadership across waste, recycling, street cleansing, grounds maintenance and open spaces, ensuring services remain compliant, efficient and performance-driven.
This is an excellent opportunity for a professional with strong waste-sector experience, especially those familiar with MRF procurement, waste contract management and large-scale service delivery.
Key Responsibilities
* Lead the day-to-day Environment team, including waste & recycling, street cleansing, grounds maintenance and trees/open spaces.
* Oversee procurement and negotiation of the Mixed Recycling Facility (MRF) contract.
* Lead the rollout and implementation of Simpler Recycling in line with current legislation.
* Support and manage the recruitment, extension and performance of several waste-related contracts.
* Monitor, analyse and report on KPIs, contractor performance and compliance across all service areas.
Person Specification
Essential Experience:
* Proven operational leadership within waste and recycling services.
* Experience managing MRF procurement or similar technical contract negotiations.
* Strong understanding of local authority street scene, environmental services and statutory requirements.
* Ability to oversee contractor performance, drive KPIs, and maintain service quality.
* Confident communicator with the ability to influence stakeholders and support service improvements.
Additional Information
* Full-time position: 37 hours per week.
* Hybrid working available, with 2 days per week based at Welwyn Garden City.
* Immediate start required due to a vacancy within the team.
