Job Summary
The Financial Assessment and Benefit Clerical Officer role provides day‑to‑day administrative support to the FAB and supports the key aspects of the FAB Service which involves maximising the income to the Torbay and South Devon NHS Foundation Trust in accordance with national and local charging policies for both residential and non‑residential care services through a fair and accurate financial assessment process, whilst actively promoting the take‑up of welfare benefits throughout the community of Torbay.
Responsibilities
* Make appointments with clients to complete financial assessments for services such as residential/nursing care and domiciliary care – around 80 referrals per week. Coordinate 8 officer diaries to ensure efficient team function.
* Explain the intricacies of the financial assessment to clients at a potentially traumatic time in their lives.
* Supervise adherence to the Lone Working Policy, field first‑line enquiries, provide training and induction for colleagues and promote FAB process awareness.
* Negotiate appointments for FAB visiting officers, handle sensitive and sometimes contentious interactions with tact, patience and reassurance.
* Ensure clients are treated courteously and fairly, promote welfare benefits in the community, liaise with health, social care, DWP and other agencies.
* Authorise and monitor stationery purchase orders, maintain income targets, analyse client data, challenge visit appropriateness, and support debt management.
* Maintain accurate paper and electronic files (Paris, TFM), develop data collection systems, book accommodation and training, assist recruitment, and handle post and mail.
* Develop and implement policies, procedures and publicity to improve service delivery; update knowledge of legislation and local policy.
* Communicate effectively across a diverse client, colleague and stakeholder base, ensuring GDPR, Caldicott and Disclosure of Information Act compliance.
* Work independently with initiative and judgment, prioritise competing demands and manage officer diaries effectively.

Qualifications and Training
