Rock Power Connections, part of Mitie Power & Grid, delivers projects across Solar, BESS, ICP, EV, and other High Voltage (HV) electrical systems throughout the UK.
Based in Bromsgrove, our Commercial Department oversees all commercial and procurement activities, working closely with Tendering, Operations, Planning, Finance, and HSQE teams.
We are seeking an experienced Quantity Surveyor to join our growing team. Reporting to the Commercial Manager, you will take full commercial responsibility for major projects and provide commercial support to Project Managers across lower-value, higher-volume ICP and EV projects.
This role involves all aspects of post-contract commercial management — including cost and value reporting, change management, project forecasting, procurement, subcontract administration, and ensuring projects are delivered profitably and compliantly with company standards.
Key Responsibilities
1. Draft, review, and negotiate subcontract terms and conditions post-tender award.
2. Manage procurement of specialist packages, plant, and materials.
3. Build and maintain strong relationships with subcontractors and supply chain partners.
4. Provide commercial and contractual support to the tendering and bidding process.
5. Manage all aspects of multiple contracts in line with commercial procedures and KPIs, including forecasting, budget control, and governance.
6. Monitor project performance, ensuring deadlines are met and commercial risks are identified and mitigated.
7. Lead and participate in contract commercial reviews and progress meetings.
8. Implement and manage progress and cost reporting, preparing and presenting detailed progress and financial reports.
9. Maintain positive cash flow and ensure effective cash collection and forecasting.
10. Track and manage contractual changes, ensuring all time and cost impacts are captured and communicated.
11. Collaborate closely with Project and Programme Managers to ensure projects are delivered in line with tendered expectations.
12. Own and maintain the Cost Value Reconciliation (CVR) process, preparing monthly reports for the Commercial Manager and Board.
13. Monitor and report on liquidated damages, penalties, and project risks and opportunities.
14. Travel to project sites across the UK as required (occasional overnight stays).
What We're Looking For
15. Degree (or equivalent) in Quantity Surveying or Commercial Management.
16. RICS or other relevant professional qualification – desirable but not essential.
17. Proven experience in a project-based commercial role, ideally within engineering, utilities, construction, or rail sectors.
18. Experience working for a main contractor or within a project delivery environment.
19. Strong knowledge of Civils and/or HV works (both desirable, at least one essential).
20. Familiarity with NEC3/4, FIDIC, and JCT forms of contract (all desirable).
21. Excellent communication and negotiation skills, with the ability to build effective internal and external relationships.
22. Proactive team player with a collaborative mindset.
23. Strong commercial awareness, attention to detail, and analytical ability.
24. Full UK driving licence.
