JOB DESCRIPTION Dredger First Mate with on-shore duties 1. JOB DETAILS Responsible to: Harbour Master (and Dredger Master) Working hours: 40 hours per week Shift Information: In order to suit harbour duties, hours of work will include the ability to work on a shift basis between the following hours: Monday to Friday: 06:00hrs and 21:00hrs Saturday: 08:00hrs and 12:00hrs (operated on a rota system), to suit tides, weather, the dredging programme, on-shore duties, and the needs of the business. N.B. When working a Saturday morning shift you will be entitled to time off in lieu during the week, by arrangement with the Harbour Master. Typical Weekly Schedule: 5 days x 8 hours (Mon to Friday) or 4 days x 8 hours 1 day x 4 hrs Mon to Fri 4hrs Sat morning You will also be required to provide weekend cover, on an on-call rota basis for NIFHAs ice plant, which includes Sunday working. When dredging operations are ongoing, to maximise operational efficiency, longer days are frequently worked, therefore a flexible approach to working hours is a fundamental feature of your employment, as is an ability to work overtime if required, both planned and at short notice, during the week or weekend. All dredging and on-shore working hours are to be agreed in advance with the Harbour Master. You will be required to record your hours at work on an automatic time recording system. Location: Primarily based at Kilkeel Harbour, Co. Down but will occasionally be required to undertake work at other specific locations. Salary: £25,494 gross per annum (under review) plus additional sea allowance when working on the vessel (includes berthed maintenance work). Potential overtime is also available during dredging campaigns. Essential Qualifications and Experience: See Person Specification Special circumstances: Some duties may involve travel in, and working from, a harbour workboat. Work within the ice plant may involve confined space working at low temperatures for a limited period. Fishmarket/Auction hall could also involve working at a low temperature within the chill room. 2. JOB SUMMARY NIFHAs dredger, M.D. Kilmourne, has two crew members and a digger operator who together complete dredging operations. The First Mates prime task is to support the Dredger Master, to safely and efficiently, carry out a programme of dredging and dredger maintenance duties, as directed by the Harbour Master. The First Mate is required while working as a crew member to undertake all tasks as reasonably directed by the Dredger Master. When not dredging or maintaining the dredger; to carry out on-shore duties as directed, which will include a wide variety of tasks, including the operation, maintenance, repair, and cleaning of harbour facilities. 3. KEY DUTIES & RESPONSIBILITIES General The job is varied by nature therefore a flexible approach is required. The post holder will undertake any reasonable duties as required by the Harbour Master that are within the competence of the post holder and conducive to the effective delivery of the role. Duties and responsibilities of the post are subdivided into dredger and on-shore duties and responsibilities. The percentage of time spent on the dredger and on-shore duties is determined by the Harbour Maser. A significant element of the work is land based. All duties and responsibilities must be carried out in accordance with NIFHAs Health and Safety Management System, Port Marine Safety Code, MCA regulations, Marine Notices, and all relevant Codes of Practice. The post holder is also expected to abide by NIFHA's Bye-Laws, to report any breaches to the Harbour Master and to actively assist the Harbour Master with their enforcement. Dredger Operation Duties: To support the Dredger Master to safely operate NIFHAs dredger, MD. Kilmourne, carrying out dredging duties and maintenance, in line with the directions of the Harbour Master, to ensure all harbour entrances, channels and berths are maintained in a safe and navigable condition. Responsibilities: To assist and support the Dredger Master: to safely operate the vessel in line with MCA regulations, following all relevant Maritime procedures and approved Codes of Safety for the class of vessel. in the completion of dredging work to schedules specified by the Harbour Master, in a safe, efficient, and effective manner. in the implementation of, and compliance with NIFHAs on board safety policy, including the International Safety Management (ISM) code, and with all safety and emergency procedures. in ensuring all lifesaving and fire-fighting equipment is in good working order and the necessary drills are carried out. in ensuring planned maintenance for main and auxiliary machinery is kept up to date and recorded. to ensure the vessel is navigated safely and that stability criteria are met at all times. to ensure the official logbook, deck logbook and dredging logbook are properly maintained, and required records forwarded to Head Office on time to ensure the vessel is kept clean and tidy, painted when necessary and that all waste, including waste oil, is disposed of correctly. to ensure the engine room and machinery spaces are safe working areas and that bilges are kept in a clean condition. to identify and assist with ongoing maintenance and repairs, and in the preparation of worklists for annual overhauls with marine classification society surveyors, MCA etc. to report all technical problems or breakdowns affecting the operation of the vessel. to carry out any other duties required by the Harbour Master or Chief Executive. On-shore Plant and Property Maintenance Duties: Routine repairs of the ice plant, slipway winch and cradles, fish market doors and all harbour fixtures and fittings, buildings, roadways, and structures. Responsibilities: Ensure correct maintenance and safety procedures are followed and all problems are reported to the Harbour Master. Ice Supply Duties: Safely supply ice to vessels and/or road transport from either automatic ice plant or manually by ice bin and forklift truck. Responsibilities: Ensure all supply details are recorded accurately, and in accordance with established procedures. Vessel Slipping Duties: Slipping/unslipping of vessels using a team approach. Responsibilities: Ensure vessels are safely slipped, adequately supported once on the cradle and Slipway Declaration forms are signed. Environmental Cleaning / Sanitary / Waste Collection and Recycling Duties: Monitor and control resource use, implement cleaning schedules, remove rubbish and waste oil, assist with recycling duties. Responsibilities: Keep the harbour estate clean, minimise environmental impact, avoid pollution, and report all incidents. Fishmarket Duties: Supervise and perform market duties, cleaning of all fishmarket facilities, ensure access ways are clear and boxes are stacked safely. Responsibilities: Ensure adherence to the Fishmarket Code of Practice, reporting breaches to the Harbour Master. Harbour Vehicles (Fork Lift Truck and Van) Duties: Maintain checks and operate vehicles as directed, undergo training as required. Responsibilities: Carry out checks before use, report defects, operate FLT as per Codes of Practice and only with authorisation. Health and Safety Duties: Comply with all health and safety rules. Responsibilities: Complete checklists, keep accurate records, report and act on defects and hazards. General Maintenance Duties: Undertake general harbour repair and maintenance tasks including painting, decorating, minor building works. Miscellaneous Assist with delivery of outreach programmes (e.g. fish festivals, school visits, beach cleans). Ensure all activities comply with Equal Opportunities Policy.
