We are seeking a Senior Cost Manager (Commission Manager) to oversee end‑to‑end cost management services for client projects ranging from £10m to £50m.
Main Purpose of the Role
Take responsibility for end‑to‑end service delivery and ensure client objectives are met through effective cost management.
SCOPE
Typically, projects fall within the £10m to £50m range.
Key Accountabilities
* Coaching junior staff, allocating roles, and ensuring effective cost management on all projects
* Advising clients on feasibility studies and procurement options
* Managing estimating and cost planning stages, presenting final cost plans to the client
* Handling tendering and procurement: pre‑qualification, tender list, preliminaries, tender analysis, tender report, and contractual documents using The Hive, eTender Platform, etc.
* Acting as contract administrator: dealing with post‑contract cost variances, change control processes, and referring major changes to the line manager
* Peer‑reviewing cost allowances, performing valuations; ensuring timely and accurate cost checks and valuations
* Producing monthly post‑contract cost reports via Cost Control App and presenting them to the client
* Negotiating and agreeing final accounts
* Interfacing with the client, Project Manager, and other consultants at all project stages
* Collaborating with Turner & Townsend’s project management team during delivery
* Leading a cost management team where appropriate, ensuring the team delivers on all accountabilities
* Utilising bespoke digital tools: The Hive (Benchmarking App), CostX, Market Rates App, eTender Platform, and Cost Control App
* Implementing the Embodied Carbon Calculator to produce carbon footprint reports
* Supporting the execution of the NewLeaf strategy
* Managing internal fees, job costing, and resourcing requirements
Marketing and Business Development
* Identifying opportunities to develop new business with existing clients and reporting such to the line manager using the marketing database
* Developing and maintaining a professional network of peers and potential clients
* Leading bid submissions
* Identifying ways to improve cost management procedures, templates, and products
* Participating in extracurricular activities, external groups, and CPD events
Internal Management Accountabilities
* Knowledge management – inputting key information and learning into the internal database
* Process improvement – proposing ideas to improve internal systems, then referring them to the line manager
* Mentoring junior staff members
* Managing projects on D365
Reporting
Depending on context, a Senior Cost Manager may report to an Associate Director, Project Director, or Director.
Key Performance Indicators
* Commissions managed to the right quality standards, completed efficiently and on time
* Service delivery on commissions in line with the conditions of appointment
* Good relationships with clients and cross‑functional team members
* Effective team contribution, including supervising Assistant Cost Managers and Cost Managers when required
* New business opportunities identified with existing clients
* Margin levels tracked on all commissions
* Effective cascade and retention of key information and data
Qualifications
* Ability to work autonomously
