We currently have an opportunity for a Regulatory Finance Manager to join our team based in Exeter or Bristol. This is a full-time permanent position offering a competitive salary of £48,000 – £55,000 per annum plus excellent benefits.
About the role
As Regulatory Finance Manager, you will lead the delivery of our regulatory financial reporting on behalf of the Pennon Group. You will work closely with the wider Finance team to ensure consistency between statutory and regulatory reporting and serve as an expert in Water Regulatory matters to provide technical advice supporting strategic and operational decisions. This role offers the chance to collaborate with senior management, including the Executive team, building trust and ensuring robust controls and consistent regulatory financial reporting. It is a demanding yet varied role in a large organization, providing the opportunity to make a significant impact and maintain regular contact with senior stakeholders. You will oversee external financial and regulatory reporting and foster strong relationships across the business.
What you'll be doing
1. Lead the delivery of the annual performance report, including the APR document and tables, reporting financial and operational outcomes.
2. Support the development of the Ofwat Financial model to reflect the PR24 regulatory determination.
3. Produce quarterly and annual RoRE and RCV metrics for the regulatory group and APR.
4. Develop expertise in Ofwat’s reconciliation and incentive models for the 2025-2030 period.
5. Update reconciliation models quarterly to align with the budget cycle.
6. Lead financial aspects of the five-year business plan, including populating the Ofwat financial model and drafting responses to consultations.
7. Complete financial tables for the APR in compliance with Ofwat guidelines.
8. Provide technical advice on Water Regulatory matters, including Regulatory Accounting Guidelines and economic issues.
9. Engage with stakeholders such as auditors, regulators, senior management, and directors for reporting requirements.
10. Manage collation, monitoring, and auditing of Financial Control Operating Requirements.
11. Manage regulatory reporting initiatives, control reviews, and change projects.
12. Collaborate with business streams to ensure informed decision-making aligned with regulatory policies.
13. Contribute to the Price Review Programme, influencing regulatory and financial strategies.
14. Manage delivery of Price Review tables across regions, utilizing platforms like SharePoint and DocuSign.
15. Stay informed on regulatory developments and communicate their impact to the business.
16. Assist strategic planning with budget alignment and impact analysis of funding and expenditure.
What we're looking for
* ACA, ACCA, CIMA qualification (or equivalent).
* Senior experience in regulatory environments with the ability to translate complex information for non-specialists.
* Proven leadership through change, with improvements in controls and management information.
* Effective team contributor with strong communication skills to influence stakeholders.
* Solid financial reporting and budgeting knowledge with analytical skills.
