Overview
West Northamptonshire Council is seeking to appoint the Asset Records and Systems Manager into its Property Strategy and Estates team. The Asset Records and Systems Manager will be responsible for the maintenance and management of the council’s estates terrier system, including the preparation of AutoCAD plans for the operational and investment estate, and for collating and providing detailed business intelligence to enable robust property solutions.
This role supports the Council’s objective of shaping an Estates function that demonstrates best practice and delivers the best outcomes for residents of West Northamptonshire. The successful candidate will work on a diverse property portfolio of around 1000 assets and report to the Head of Property Strategy and Estates.
Responsibilities
* Maintain and manage the council’s estates terrier system, including robust recording of records on all council land and buildings (acquisitions, dedications, disposals, leases, backlog and planned maintenance, energy performance metrics, utility costs).
* Prepare AutoCAD plans for the operational and investment estate.
* Collate and provide detailed business intelligence to the Council on all facets of property-related activity to enable sound, robust property solutions.
* Manage estates mapping software to help identify needs and ensure properties are in optimal locations to serve residents.
* Provide high-quality professional and technical advice to internal and external clients and stakeholders; support transformation and property rationalisation initiatives.
* Liaise with internal customers (including Works and Facilities teams) to deliver a holistic asset data solution and manage a varied caseload often to tight timescales.
Qualifications
* Ideally be educated to Degree level or have equivalent experience in a relevant subject.
* Excellent understanding and application of data and knowledge management at a strategic level within complex corporate systems.
* Knowledge of the public sector and Local Government environment and its impact on service provision, staff, and stakeholder relationships.
* Organisational and time management skills with the ability to plan and deliver objectives within agreed timeframes.
* Proven line management and supervisory experience, including recruitment, performance management, appraisal, and conduct.
