We are seeking to appoint a career grade Definitive Map Officer within the Highway Asset Intelligence Team.
Working within the team and alongside the area Rights of Way Officers, and in collaboration with the Council’s Planning and Strategic Transport teams, you will be responsible for helping to process applications for Definitive Map modification orders and for public path orders, including those relating to minor and major developments. You will take these from pre-application advice through to order drafting and even preparing opposed cases for forwarding to the Planning Inspectorate. You will also be involved in resolving network anomalies using a variety of order types and for assisting with creating new path networks following quarry restorations or as part of an expanding cycling network.
The role is challenging and requires knowledge and application of policy, legislation and case law. The work is interesting and varied. At times you will need to make difficult decisions when balancing the public’s right to use a highway and the interests and concerns of affected landowners. The ability to negotiate, problem solve, think laterally and be confident in defending the decisions you come to are desirable attributes that you will develop with experience. The role is a career grade, so as you gain experience and meet set targets you can progress from grade to grade.
As a small team we manage the Definitive Map and Statement, which is the legal record of public rights of way. Attention to detail and the ability to work methodically is therefore essential. Investigations into the historic origins of public rights of way will require you to understand modern and historic Ordnance Survey mapping, Parliamentary Inclosure Awards, and other historical documents. Training will be provided where necessary on our systems, including the corporate Geographic Information System (GIS), and you will receive on-going support and training on a wide range of rights of way-related skills. You will have knowledge and experience of the Microsoft Office suite and will be able to produce detailed understandable reports on complex mapping and legal issues.
