About the Job

As a Data and Systems Senior Technical Officer at Luton Council, you will play a pivotal role in shaping and managing the council’s data landscape to drive innovation, automation, and open data initiatives.

* You will lead the development of robust data architecture, build and maintain data flows and models, and create insightful dashboards using tools such as Power BI and Qlik.
* Your expertise will ensure business requirements are translated into effective data solutions, supporting the council in its journey towards being intelligence-led and maximising the potential of its valuable data resources.
* Working closely with stakeholders across the organisation, you will guarantee the integrity, security and accessibility of data in line with statutory guidelines and best practice standards.

About You

* You are an experienced data professional with a proven track record in developing BI reports, dashboards, and managing master data systems in either the public or private sector.
* You possess advanced technical skills across the Microsoft BI stack, including Power BI, SQL, and related data tools.
* Equally comfortable building relationships with colleagues and presenting complex information to non-technical audiences, you are a strong problem solver with excellent organisational abilities.
* You are committed to continuous professional development, possess a deep understanding of the Data Protection Act 2018, and thrive in collaborative, innovative environments.

Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken. This post is exempt from the Rehabilitation of Offenders Act 1974 and therefore applicants are required to declare all unspent cautions and convictions; and also any adult cautions (simple or conditional), and spent convictions that are not protected as defined by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (as amended in 2020). A person’s criminal record will not in itself prevent a person from being appointed to this post. Applicants will not be refused posts because of offences which are not relevant to, and do not place them at or make them a risk in, the role for which they are applying. However in the event of the employment being taken up, any failure to disclose such offence, as detailed above, will result in dismissal or disciplinary action by the Authority.


On occasions, we may close a vacancy early due to a very high number of applications being received.
