An exciting opportunity has arisen for an individual to support the Primary Care Workforce teams across Kent and Medway. With 1.8million people living in Kent and Medway our forty two primary care networks across Kent and Medway work in partnership with community, mental health, social care, pharmacy, hospital and voluntary services in the local area to offer more personalised, coordinated health and social care to the people living in their area. We are looking to appoint an enthusiastic individual with an interest in providing and assisting in the education of primary care teams to share good practice and support this journey. The post holder will be part of the Workforce and OD team within KM ICB People Directorate. 15 hours per week Hybrid working model - office and home based Main duties of the job This role is key to identifying, co-creating, and leading on a range of workforce improvement projects which bring together partners from across the system to support the delivery of our Kent and Medway People Strategy 2023 2028. This role will lead the development of the primary care workforce ensuring that all staff have the appropriate knowledge, skills, values, and behaviours to meet the needs of the local communities. The post-holder will lead place-based engagement with primary care, and the development and delivery of key projects to attract, retain, train, reform and expand the primary care workforce. The post-holder will be expected to: • Lead programmes that will provide quality assured placement expansion and support the increase in approved learning environments for all types of learners in line with the NHS Long Term Workforce Plan. • Gather workforce insights, data, and information to gain an understanding of the Kent and Medway Primary Care workforce, their skills, training requirements, and placement activity and develop plans to meet requirements. • Support the development and realisation of evidence based educational programmes to develop the primary care workforce at scale to address identified population health needs or support service re-design and delivery of integrated care. • Engage with partners across primary care to deliver training needs analysis and drive the further development and improvement of system wide workforce planning and information. • Drive the delivery of new care models of care, embedding new roles and ways of working aligned to the People Strategy and the Primary Care Strategy. • Work alongside clinical leads and PCN CDs to develop programmes of peer support, induction, and supervision for all clinical roles new to primary care, including the new clinical & non-clinical roles in post through the Additional Role Reimbursement scheme (ARRS). • Provide expert subject matter advice and act as an expert resource promoting and contributing to appropriate primary care workforce attraction, retention, development, and transformation across the ICS. • Take a quality improvement approach to workforce design and modelling, to reflect changes in service delivery models, primary care structures and population health as part of the overall programme of continuous improvement in the delivery of healthcare • Support a range of work stream programmes as required locally within the Training Hubs and across Kent and Medway. • Develop strong relationships with a wide range of stakeholders including ICB team, employers, NHS WT&E, regulators, AEIs, and other key bodies to inform the work programmes of the Training Hubs. • Work closely with colleagues across the ICS to develop robust networks and share good practice and learning. • Maintain professional registration and meet standards for continuing professional development. • Develop bids and contribute to business cases for funding and workforce developments, liaising with external agencies such as NHS England. Person Specification Essential • Clear communication skills - with excellent writing, data entry and presentation skills: capable of constructing and delivering clear information/ instructions to staff and service users. • Demonstrated capability to plan over short, medium, and long-term timeframes and adjust plans and resource requirements accordingly. • Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales. • High degree of personal initiative in carrying out his/her/their duties • Demonstrates understanding of issues affecting equality, diversity, and inclusion, including how individual actions make a difference to this agenda. Qualifications Essential • Educated to masters level or equivalent level of experience of working at a senior level in specialist area. • Registered with the relevant professional body and meets the required standards of training, competency and conduct, to practice safely and meet standards for professional requirements. Experience Essential • Experience of managing complex operational and strategic workforce projects within primary care. • Experience of managing organisational and workforce change related to the primary care workforce. • Experience in aligning business, operational and strategic needs. • Experience of working with complex data sets across workforce information. • Understanding of strategic NHS and Social Care issues, priorities, service developments and workforce implications. • Significant experience of successfully operating in a politically sensitive environment. • Experience of managing risks and issues and reporting on progress. • Experience of providing professional advice to senior stakeholder in specialist subject. • Experience of creating and giving presentations to a varied group of internal and external stakeholders
