The Role:

The Talyllyn Railway is appointing a Project Manager to manage and administer the Capital Delivery Phase of the National Lottery Heritage Fund (NLHF) funded 'Preserving Our Past, Building Our Future' project.

A key aspect of the role will be ensuring a fully integrated approach to the capital elements of the project.

The successful candidate will provide leadership for this exciting project, reporting to the Project Board, to ensure that this project is fully delivered to time and budget. The successful candidate will have proven experience of leading on multi-faceted capital projects through construction, and will act as the key point of contact for the NLHF ensuring adherence to all NLHF frameworks and requirements and ensuring that all documentation is managed accordingly.

The role will involve working closely with railway staff and volunteers as well as the externally appointed Design Team (Architects, Structural and M&E engineers), Quantity Surveyor, Engagement and Partnerships Officer, the appointed Contractor and other consultants as required.

The successful candidate will maintain a close overview of the project plan, the programme, the risk register and the budget, planning requirements as well as coordinating construction activities on site. They will act as a point of contact, organising, attending and participating in project and stakeholder meetings; and compiling the documentation throughout the project. The project manager will be required to keep track and submit monthly invoice claims back to the NLHF as well as producing the project updates every 3 months for NLHF review.

Role ProfileKey Responsibilites:

* To become acquainted fully with all previous project documentation relating to the Development Phase (incl. designs, reports, plans, etc.) and acquire a good knowledge of the detailed objectives of the project.
* Assist in developing a procurement strategy/project plan for the whole project through to completion of the delivery phase. This would encompass forms of contract and funding strategies.
* To be a key point of contact for NLHF ensuring that all necessary NLHF financial requirements and conditions are processed and/or met, including compiling grant drawdowns, and reporting throughout the delivery phase.
* To lead on procurement of contractors, programming works and liaising between contractor, design team, management and board. Be the lead for planning of interpretation and visitor experience, inclusion and diversity and the environment for the project including preparation of briefs, enquiries, advertisements, evaluation, and associated paperwork ensuring that their work is procured on time and budget
* To act as the client representative at project level.. To oversee the work of the Design Team, contractors and other consultants ensuring that their deliverables are on time and coordinated with the other aspects of the project
* To ensure that client responsibilities under the Construction (Design and Management) Regulations 2015 are delivered as well as those under the Building Regulations.
* To assist with the setting up of the Project team meeting structure, laying down procedures for convening, chairing, attendance, function, and frequency, and to take full meeting minutes and actions and to support all necessary consultant and contractor appointments, and in managing contracts.
* To maintain effective communication, feedback and collaborative safe working practices between all parties ensuring that they adhere to quality standards, including the Project Board, external contractors and consultants, and staff and volunteers involved in delivery of the work streams, acting as point of contact for the project. A key aspect of the role will be to ensure a joined up and fully integrated approach between the capital elements of the project.
* To receive Monthly progress reports from the Design Team, Quantity Surveyor, and Contractors to ensure their work is on time and to set up systems of approving consultant and contractor invoices throughout the Delivery Phase.
* To set up and produce project progress reports and cashflow to the Board upon request, including updates on progress against NLHF deliverables, programme, budget, and the risk register. To manage the chosen web-based project management software.
* Producing reports, composing correspondence, and drafting new contracts as well as creating presentations and other management-level reports.

Your knowledge, skills and experience:

* Project management experience of medium/large-sized (over £3m) capital projects.
* Experience with NLHF projects would be beneficial.
* Experience with procurement management and working with JCT contract documents.
* Proven experience of working with historic buildings and designed landscapes with knowledge of the engineering sector.
* Strong budget management, monitoring and reporting skills.
* Experience of working with a multi-disciplinary team of architects,, construction contractors, and consultants.
* Excellent planning skills (knowledge of MS Project and/or Asta Power Project) and a flexible approach to work, with the ability to prioritise and manage multiple tasks, including tasks undertaken by others, whilst ensuring deadlines are met.A great team-worker, with a confident, diplomatic approach, able to negotiate and build effective relationships with a wide range of stakeholders and team members at all levels and find appropriate solutions to conflicting priorities.
* Excellent attention to detail, with good logical, analytical and problem-solving skill.
* A concise and effective communicator, with excellent written and verbal communication skills.
* Ability to work independently, and to manage multi-disciplinary teams to achieve common goals.

Qualifications

* Degree in relevant discipline or with demonstrably equivalent work experience.
* Project management qualification (APM or similar) or equivalent practical experience.

Salary:

£50,000 per annum (pro-rata) subject to skills & experience.

Hours to be agreed with successful candidate

Location:

Tywyn, Gwynedd. Hybrid working is supported when appropriate.

Holiday entitlement:

28 days inclusive of Bank Holidays (pro-rata)

Pay: Up to £50,000.00 per year
