Ringway is seeking a Senior Quantity Surveyor to join its commercial team supporting the newly awarded Kent County Council Term Maintenance Contract. This is a long-term, operational highways contract with an initial duration of 14 years and the potential to extend to 21 years, offering exceptional stability and long-term career development.
Operating within NEC4 Term Service frameworks, this role offers the opportunity to take a leading position within a well-established commercial function. You will support the Commercial Manager in overseeing multiple schemes or wider contract activities, contributing to consistent, high-quality commercial performance while maintaining strong client and supply chain relationships.
This role will suit an experienced professional who thrives in a hands‑on, delivery-focused environment, supporting both reactive and capital works, and who values collaboration, quality outcomes, and long-term partnerships over short-term commercial gain.
The Role
As a Senior Quantity Surveyor, you will lead the commercial management of highways maintenance and infrastructure works, ensuring robust financial control, contractual compliance, and value for money across the contract.
You will act as a key commercial interface between operational teams, the supply chain, and the client, supporting delivery while maintaining a balanced and pragmatic commercial approach.
This is a hands‑on role requiring both office and site engagement to support accurate measurement, reporting, and effective decision‑making.
Key Responsibilities
* Oversee commercial activities across multiple schemes or the wider contract, ensuring effective cost control, budgeting, and forecasting
* Lead, mentor, and support Quantity Surveyors and Assistant Quantity Surveyors, ensuring high standards and consistent outputs
* Administer NEC3 / NEC4 contracts, including applications for payment, change control, and final accounts
* Manage Early Warnings, Compensation Events, and variations in line with NEC requirements
* Measure works on site and agree valuations with internal teams and supply chain partners
* Prepare and review cost/value reconciliations (CVRs), forecasts, and financial reports
* Procure and commercially manage subcontractor packages from tender through to final account
* Maintain commercial risk registers and proactively manage risks and opportunities
* Act as a key commercial contact in client meetings, building strong, collaborative relationships
* Ensure accurate record keeping and compliance with company systems and procedures (e.g. SAP, CPA, Confirm)
* Contribute to the development of a positive, delivery-focused commercial culture
About You
We are looking for a Senior Quantity Surveyor who:
* Has strong experience within highways, infrastructure, or civil engineering environments
* Has proven experience working with NEC3 or NEC4 contracts (essential)
* Has experience leading commercial activities across projects or contracts
* Demonstrates strong leadership and mentoring capability
* Is comfortable working across office, depot, and site locations
* Takes a pragmatic, solutions-focused approach to commercial management
* Communicates confidently with operational teams, supply chain, and client stakeholders
* Is highly organised, commercially aware, and committed to high standards
Qualifications:
* Degree or HND in Quantity Surveying, Commercial Management, or equivalent
* MRICS or CICES (desirable or working towards)
* Full UK driving licence
What’s on Offer
* Permanent role within a long-term, secured contract
* Competitive salary (dependent on experience)
* Strong support from senior commercial leadership
* Clear opportunities for progression and professional development
* A collaborative, delivery-focused working environment
