What's involved with this role: JOB TITLE: Finance Manager REF: Bristol 5279746 Pay rate: £57,884.00 per annum PAYE Contract Type: Permanent Role Working Arrangement: The on-site presence will vary. The manager would like everyone on-site for the initial start, and then a hybrid working model will be agreed together based on what suits the business. In order to apply for this role you will be a qualified Accountant (or equivalent experience), with previous experience in a local authority or similar large public sector organisation. The role: On behalf of a local council, we are seeking a Finance Manager on a permanent basis to join a Corporate Finance team, with the responsibility for the Collection Fund. You will lead on Statement of Accounts, External Audit and Corporate Budget setting. This includes support to the wider finance team with technical financial advice, largely around revenue accounting issues including the Statement of Accounts. This post will take the lead on the specialised Council Tax and Non-Domestic Rates account known as the Collection Fund, working closely with our revenues, benefits and economic development colleagues on council tax base setting, surplus and deficit projections and income budgets. The role holds management responsibility for at least 3 staff. What the client is looking for: CCAB (or equivalent) qualification with post qualification experience and evidence of continuing professional development Able to demonstrate considerable operational experience in a minimum of three of the following; Supporting the optimisation of effective finance systems, Budget preparation, analysing and monitoring complex budgets, Project accounting work – producing business case and benefit realisation, Producing and analysing complex financial reports, Completing statutory accounts for a complex organisation and Financial modelling Experience of planning, motivating & controlling the work of a diverse team of Finance staff dealing with complex accounting issues, to manage & motivate a team, including holding all team members to account Experience of ensuring that resources are used to maximise service output and minimise risk Experience of resolving complex technical accountancy issues within an organisational environment Experience of dealing with a range of stakeholders with a varying degree of understanding of financial matters and ability to communicate effectively both verbally and in written format to establish excellent working relationships.
