The Asset Management Team is seeking a knowledgeable and motivated Energy and Retrofit Officer to support the delivery of energy efficiency, retrofit and decarbonisation programmes across the borough.
The role involves managing projects from inception through to completion, ensuring works are delivered safely, on time, within budget, and to a high standard. You will undertake technical energy surveys, prepare retrofit specifications, oversee contractors on site, and work closely with residents, colleagues and partners to deliver programmes that improve energy performance and support Net Zero ambitions.
Key Responsibilities
* Undertake surveys to assess energy performance, heating systems, insulation and identify suitable retrofit measures
* Prepare specifications and schedules of work, including fabric-first improvements, low-carbon heating systems and renewable technologies
* Support the procurement and management of contracts, including pre-tender and post-tender activities
* Monitor contractor performance, site progress, quality of workmanship and health & safety compliance
* Inspect completed works, manage defects, and ensure quality assurance and compliance with PAS 2035 and relevant regulations
* Liaise with tenants and residents before, during and after works, ensuring effective communication and resolving issues professionally
* Maintain accurate project records, energy data and contribute to performance and financial reporting
* Support the development of funding bids, business cases and investment programmes
* Contribute to monitoring energy performance data including EPC ratings, carbon reduction and cost savings
* Work collaboratively with internal teams, contractors and external stakeholders to support joined-up delivery
Essential Requirements
* Relevant qualification in energy, construction or building services (Level 4 or equivalent experience)
* Experience supporting or delivering retrofit, energy or capital works projects
* Knowledge of energy efficiency measures, heating systems and retrofit standards (e.g. PAS 2035, EPC requirements)
* Experience working with contractors and carrying out site inspections
* Understanding of health & safety requirements within a construction environment
* Strong communication skills, with the ability to engage professionally with residents, contractors and colleagues
* Good IT skills, including Microsoft Office systems
* Ability to manage multiple projects, prioritise workloads and work to deadlines
* Flexible approach to working and ability to travel across the Sandwell area
Desirable
* Retrofit Assessor or Domestic Energy Assessor qualification (or willingness to achieve)
* Experience within a local authority or social housing environment
* Knowledge of funding streams such as SHDF, ECO or LAD
* Experience producing reports, monitoring budgets or KPI performance
