Staffline are currently hiring for Causeway Coast & Glens Couyncil for the following role :

Job Title: Environmental Health Officer

Directorate: Environmental Services

Department: Health and Built Environment

Reports To: Senior Environmental Health Officer

Location: You will be based in Council Offices at:

1. Riada House, 14 Charles Street, Ballymoney, BT53 6DZ

However, when required, you will be asked to work flexibly across throughout the Council areas, ensuring that resources are deployed effectively and in order to respond to service priorities and to facilitate professional development.

Work pattern: 37 hours per week, Monday - Friday, am - pm

By its nature the post will require flexible working including weekends to provide a response to major incidents and other emergencies when required.

MAIN DUTIES AND RESPONSIBILITIES

13. The day-to-day management of personal work allocations including planning, organising and prioritising to achieve the objectives and targets detailed in the Health and Built Environment Service delivery plan.
14. Carry out programmed inspections of premises/activities in accordance with personal authorisation applying relevant legislation, approved codes of practice, statutory guidance and departmental policies and procedures, preparation of reports and other correspondence as necessary. The remit of this post may cover one or more of the service areas below. However, the post holder will be required to provide/develop expertise in any area listed as required to meet the needs of the service:

26. Investigate and resolve complaints/requests for service within the functional remit and within service specific timescales.
27. Compile responses to Freedom of Information Requests as directed within timescales specified in conjunction with the SEHO/Service Area Manager or Head of Service.
28. Undertake and assist in reactive monitoring associated with complaints and in response to out of hours reports related to the service area.
29. Carry out sampling duties and participate in test purchase exercises to include bacteriological, chemical and radiation sampling of food, air, water, other goods and services as directed. Interpret results obtained, communicate details to interested parties and recommend enforcement action as necessary.
30. Assess and make comment on planning applications and Building Control notifications to include site meetings with developer's, planners, architects and elected representatives. Provide professional/technical advice and guidance in respect of such consultations on the proposed design and layout of facilities and potential adverse environmental impacts on surrounding areas occupiers.
31. To maintain computer and/or manual records and the preparation of reports as directed by the SEHO, in order that statutory and statistical returns may be made.
32. Assist the SEHO in the preparation and submission of funding applications and monitoring returns in respect of special projects undertaken within the functional area remit.
33. Liaise with external statutory agencies and other council departments on matters such as implementation of legislation and complaint referral and resolution as directed by the SEHO.
34. To prepare reports and make recommendations to the SEHO on the appropriate legal (or non-statutory) action to be taken in specific instances within the range of specialist functions. In the case of delegated powers, take appropriate action in accordance with the law and enforcement policies including the preparation and service of statutory notices.
35. To undertake and assist in interviews, including those under PACE, prepare evidence and attend court, public enquiries, planning appeals etc when directed as a witness.
36. Assist in the departmental response to incidents requiring a response and emergencies including food poisoning outbreaks, food hazard warnings, dangerous occurrences, product recalls, pollution incidents etc both within and out with normal office hours.
37. To contribute to the development and review of the department's annual business plan.
38. Provide Knowledge and assistance in formulating responses to government consultation documents on behalf of Council.
39. To attend courses seminars and conferences and undertake continuing professional development so as to maintain, improve, broaden and develop professional qualities.
40. To achieve and maintain a recognised level of competency to operate and maintain specialist equipment within the functional area.
41. Support the Service Area Manager and/or SEHO in the identification, development and delivery of training courses instructional talks, lectures or health education activities within the specialist functional area as directed.
42. Participate in the training of student environmental health officers, enforcement officers and workplace students to ensure effective and efficient operation of matters affecting the work of the Health and Built Environment section as directed by the SEHO.
43. Represent the department at internal and external meetings and working groups as directed by the SEHO.
44. Participate in the selection and recruitment process for Causeway Coast and Glens Borough Council as directed.
45. Accountable for the safekeeping and proper use of all personally allocated equipment including PPE, ICT etc.
46. To manage and deal with hostile situations, including the diffusion of same on a professional basis using a range of communication skills.

General

47. By its nature the post will require flexible working to meet the needs of the service. Attend meetings of the Council and any relevant working groups and prepare and present reports as required.
48. Act in accordance with the Code of Conduct for local Government employees.
49. Comply with and actively promote the Council's policies and procedures, including those relating to Fair employment, Equal Opportunities, and Health, Safety and Wellbeing.
50. Undertake any management duties in relation to recruitment and selection, staff induction, learning and development, performance management, absence, investigations or panels in connection with discipline, grievance, dignity at work, customer complaints and any other staff management responsibilities as deemed necessary for the post.
51. Comply with and actively promote the appropriate standard of record keeping and information governance practices in conducting duties of the post.
52. Undertake the duties outlined above in a way which will enhance and protect the reputation and public profile of the Council.
53. Undertake any other duties as deemed appropriate to the achievement of the purpose and function of this post.
