We are recruiting a Dual Workforce Efficiencies Operations Lead to join our jointly contracted Workforce Efficiencies Team, working across the Cornwall Partnership NHS Foundation Trust (CFT) and Royal Cornwall Hospitals NHS Trust (RCHT). This key role supports workforce transformation across the Cornwall and Isles of Scilly system.
You will lead workstreams focused on cost improvement, productivity, quality and new ways of working. Operating with autonomy and influence, you will work closely with senior leaders and system partners to optimise workforce resources and support high-quality patient care.
Responsibilities
* Lead the Workforce Efficiencies portfolio and design and deliver programmes aligned to Trust and system priorities.
* Develop innovative workforce models and analyse complex workforce data.
* Produce high‑quality reports and business cases for executive and board audiences.
* Review and improve workforce systems and digital tools, embedding improvement into business as usual.
* Lead benchmarking, audit and benefits realisation activity.
Main Duties
The Dual Workforce Efficiencies Lead will be responsible for the operational running and delivery of workstreams within workforce efficiencies, providing leadership and management of the work, team, processes & policies, systems, associated SLAs & KPIs and delivery of the identified schemes, savings and agreed financial targets, linked to improvement plans, including cost reduction, productivity gain and quality improvement across Trusts and the health and care system.

Person Specification
Education / Qualifications and Relevant Experience
* Master's level qualification in an HR related area or equivalent experience with CIPD registration.
* Previous experience of delivering change across multiple organisations.
* Experience of analysing data and delivering accurate reporting.
Knowledge and Abilities
* Ability to provide highly specialist advice on a range of HR specialist areas.
* Strong leadership with the ability to motivate and engage.
* Attention to detail and accuracy.
* Capacity to communicate highly complex, confidential & contentious information.
* Ability to manage multiple complex tasks effectively.
* Excellent interpersonal skills, negotiating and influencing at all levels.
* Assertive communication in difficult and highly sensitive situations.
* Capability to manage an intense workload of competing priorities and delegate as appropriate.
