Position Overview Issuing Authority
Coordinate and control the issue and return of permits under the CoW procedureand have an overview of all operations under way and planned on site
to avoid hazards caused by simultaneous activities. Ensure the appropriate level of Risk Assessments TBRA are carried out and liaise closely with the Performing Authorities (PA) when planning work activities to ensure correct control measures are identified and in place.
Accountabilities
The Issuing Authority has the responsibility to deliver the clients CoW (Control of Work Procedure). achieving safety, environment, production and budgetary targets whilst ensuring compliance with Health, Safety and Environmental Standards, Technical Integrity Standards. This involves a commitment to conduct both scheduled and ad hoc safety / PTW audits, relevant inspections and to engage personnel in behavioural safety conversations and interventions
Accountable for the Management of the CoWsystem on site and closely working with CoW Manager
You'll be:
Responsible for the effective coordination, control and implementation of the CoWsystem
•Acts as system expert, coaches CoWbest practice
•Verify & Issue WCC’s
•Assure the correct level of Risk Assessment has been carried out
•Taking part in risk assessments with PAs on site
•Ensure a work site visit has been carried out during the work planning phase
•Identify work site conflicts which may arise from a change in plant conditions in the vicinity as well as conflicting adjacent tasks
•Ensure PA has a good understanding of the task and main hazards involved prior to permit issue
•Co-ordinate verification and approval of Isolation design, implementation and removal
•Approve when an isolation may be moved under Sanction to Test through discussion with relevant discipline supervisor
•Confirm, through discussion with the PA that they fully understand the task and team members have been fully briefed via TBT
•Resolve any issues raised by PA’s as a result of AA discussion or TBT
•Participate in Level 2 Risk Assessments when appropriate
•Assure WCC documentation is appropriate and there is no duplication of Hazards and controls in WCC
•Confirm all required pre-requisites are in place prior to work commencing, and confirm removed on work completion
•Identify any conflicts during the work planning phase and prior to work commencing
•Visit the worksite before, during and on completion of the work to ensure the work is properly controlled and reinforce high standards of housekeeping at all times
• Leadpermit meeting (daily)
•Review the permit request plan frequently
•Adopt a flexible attitude towards assisting all personnel involved with CoW process / Procedure
