Job Description
IA is part of Analysis within HMRC’s Risk and Intelligence Service (RIS). We provide dedicated and professional intelligence analytical expertise, delivering high quality products to customers across the department and wider government. We inform decision‑making for senior partners across government, including ministers, on priority work such as deliberate non‑compliance, evasion and serious organised crime.
Person Specification
As a Senior Intelligence Analyst, you will play an important role in our team of around 100 colleagues, enhancing the profile of analysis and insight of risks to HMRC and the government. Your work will inform decision‑making for senior partners across government, including ministers.
Key Responsibilities
 * Drive and coordinate the production of a variety of innovative and complex analytical products, from strategic intelligence assessments to operational and tactical products supporting investigations.
 * Input into cross‑government and international briefings, ensuring HMRC threat/risk governance control is accurately instructed.
 * Communicate effectively, building and maintaining strong relationships with stakeholders across and outside HMRC.
 * Provide clear direction and support to analytical teams, helping deliver informative and accurate products to key customers.
 * Manage and assure the quality of outputs from Intelligence Analysts, writing assessments in complex, high‑sensitivity areas and contributing to key products.
 * Communicate confidently and effectively with senior customers and stakeholders.
 * Lead and manage a geographically dispersed team of trainee and experienced HO/EO Intelligence Analysts, conducting performance conversations and supporting development.
 * Role‑model good leadership, being visible, supportive, and inclusive.
Required Experience and Qualifications
 * Substantial experience as an Intelligence Analyst in a criminal justice, fraud, military, counter‑terrorism or national security environment.
 * Completion of one of the core professional intelligence analyst training programmes recognised by PHIA (NAP, NIAT, HMRC IA PTP).
 * Comprehensive knowledge of intelligence analytical methodology and techniques.
 * Practical, proven experience of quality analysis in a fast‑paced environment responding to changing demands.
 * Experience working within legal frameworks that govern the use and dissemination of information and intelligence.
