About Us

At Oxfordshire County Council, we are committed to delivering high‑quality, sustainable services that meet the needs of our communities across health, education and social care. Our work is driven by strong values, a collaborative ethos and a focus on continually improving how we support both residents and providers. As part of our Commissioning pathway, we work closely with partners, senior leaders and service providers to ensure public services are responsive, effective and financially sustainable. Our teams embrace innovation, champion equality, diversity and inclusion, and take pride in creating positive outcomes for the people of Oxfordshire.

About the Role

We are looking for an experienced, values‑based and motivated Brokerage Team Leader with integrity, confidence and compassion to lead and oversee the day‑to‑day delivery of brokerage services within the Start Well (0–25) area of the service. You will thrive in a fast‑paced, pressured environment, bringing clear decision‑making, strong communication and a calm, supportive leadership style. This is a key leadership role, ensuring that individuals, families and operational teams receive high‑quality, personalised and cost‑effective health, education and social care packages that are safe, timely and sustainable.

You’ll build trusted relationships across services, confidently negotiate and influence, and use data and insight to drive high‑quality, value‑for‑money outcomes. Above all, you will lead by example championing Oxfordshire County Council’s values, supporting your team to perform at their best, and keeping people and outcomes at the heart of everything you do.

This role provides day‑to‑day oversight and management within the service area, managing and developing a team of Brokerage Officers and Assistant Brokerage Officers. You will quality‑assure referrals and oversee the sourcing, negotiation and placement of care packages, balancing individual need, service pressures and value for money. You will also support the management of operational risks and budgets, maintaining service capability through periods of change.

Working closely with internal colleagues, providers and key stakeholders, you will strengthen cross‑service working, resolve complex issues and improve decision‑making. You will contribute to service redesign, commissioning improvements and strategic projects, using data and insight to drive continuous improvement.

You will ensure robust contract governance, accurate data management and effective reporting, maintaining high standards of safeguarding and compliance with legislation and Council policies.

About you

We are looking for someone with proven experience of leading or supervising teams within health, education or social care environments. You will bring a strong understanding of brokerage, commissioning or placement processes, with a clear focus on achieving quality outcomes and value for money. You will be confident working with a wide range of internal teams, providers and stakeholders, and able to manage complex decisions, risk and competing priorities in a fast‑paced environment. You will demonstrate a strong commitment to person‑centred practice, safeguarding and equality, alongside well‑developed communication, negotiation and problem‑solving skills. You will also be able to use data and insight effectively to support sound decision‑making and drive service improvement.

We’re also looking for:

* Excellent verbal and written communication skills
* The ability to work in partnership with stakeholders at all levels
* Capability of working flexibly in a pressured, fast‑paced environment
* Ability to negotiate with and influence others
* Comfortable analysing data with good IT capabilities e.g. MS Office suite
* Someone who is able to demonstrate they meet the Oxfordshire County Council’s Key Values & Behaviours

Rewards and benefits

You’ll play a key role in shaping growth across a dynamic and expanding county, with flexible working options and a supportive, collaborative team.

* Culture of flexible working
* Technology to support agile working where role permits
* 30 day’s holiday p.a. plus bank holidays
* Option to ‘buy’ additional holiday
* Employee Assistance Programme including access to health and wellbeing support
* Membership of the Local Government contributory pension scheme, with an employer’s contribution of up to 19.9%
* Enhanced family‑friendly policies
* Local and national discounts for shopping and travel
* Great learning and development opportunities to support your ongoing development
