Overview

Chief Executive Officer (CEO) – Rebound Behavioral Health at Rebound Behavioral Health Hospital. Rebound Behavioral Health is a 63-bed facility located in Lancaster, SC, providing inpatient psychiatric care, medical detox, and outpatient treatment programs for adults with behavioral health and substance use challenges.

Job Duties/Responsibilities

* Be instrumental in developing a culture that emphasizes high quality care and patient safety.
* Manage day-to-day operations and staff to achieve the facility’s objectives in key performance areas, including:
o effective patient care outcomes
o appropriate fiscal management
o maintenance of licensure, accreditation and regulatory criteria
o implementation of focused business development processes
o medical staff compliance with regulatory and accreditation guidelines
* Organize day-to-day management and operation of the Facility through departmentalization, delegation and alignment of responsibilities to meet patient care and business objectives.
* Create and maintain a network of local constituency groups including government agencies, local businesses, affiliate health providers, and the surrounding community.
* Appraise leadership team performance, assess competencies, and provide coaching/corrective action under the direction of the governing body.
* Ensure staff participation in facility/program-wide in-service and continuing education programs for treatment of adults, seniors, adolescents, and families.
* Recruit allied health professionals and psychiatrists to expand service offerings at the facility.
* Collaborate with corporate contracting to manage contract negotiations and compliance with commercial payers, including rate negotiations and service provision; oversee contract relationships with reporting on performance and growth.
* Lead development of continuum of care including comprehensive outpatient services and community-based programs.
* Serve as final authority for staff performance concerns and performance improvement activities as appropriate.
* Attend and chair periodic meetings with the governing body, medical staff, executive management team, and other departments as appropriate.
* Abide by all company policies and operate with integrity and professionalism.
* Stay current on national healthcare initiatives through participation in relevant organizations and state facility associations.
* Ensure an active survey readiness plan with auditing, corrective actions for noncompliant areas, and preventative actions to maintain accreditation and regulatory compliance.
* Adhere to the Corporate Compliance program including follow-up on reported issues, staff training, and proactive auditing.
* Ensure accurate Governing Board reporting and quarterly calls.
* Provide prompt, thorough follow-up of patient safety issues, including system corrections and proactive assessment of high-risk areas.
* Support QAPI activities with appropriate resources, training, and requirements.
* Demonstrate leadership that enables efficient planning, development and implementation; assist in long-range goal setting and annual objectives.
* Identify critical issues and maintain an understanding of the marketplace, customers and external factors affecting the organization.
* Manage organizational performance to budget and financial goals; exercise financial acumen in budgeting and census management.
* Support the executive team to achieve goals and objectives that fulfill the organization’s mission and vision.


Key Responsibilities

* Enhance the organization’s reputation within the community regarding mental health, addiction, treatment and recovery.
* Earn trust and credibility among facility leadership, staff, medical staff, and nursing leadership; be visible within the hospital.
* Ensure the facility is financially sound with a positive operating margin.
* Increase occupancy and payor mix and improve customer satisfaction.
* Shift the culture toward innovation, pursuing revenue diversification and virtual programs and services.
* Promote a foundation for diversity, equity, inclusion, transparency and collaboration to achieve high employee engagement and satisfaction among patients, physicians and staff.
* Continue to build a culture focused on performance improvement, quality, and service excellence to be a leader in addiction treatment.
* Develop and refine a clear strategy so the organization is seen as a voice for mental health, addiction, treatment and recovery in the U.S.


Education/Certification

* Bachelor’s degree in Business Administration, Healthcare Administration, Public Health, Marketing, Clinical Discipline, or related field is required. Master’s degree in Health Care Administration, Business Administration, Clinical Discipline or related field is preferred.


Knowledge And Work Experience

* Minimum of three to five years of experience in a senior leadership or CEO role in a behavioral health, acute care, and/or managed care environment.
* Thorough knowledge of facility administration and clinical operations, with experience turning around organizations and directing crisis and inpatient behavioral health services.
* Ability to manage multiple tasks/projects within inflexible timeframes and adapt to priority changes.
* Initiative-taking, self-directed with strong communication and problem-solving skills.
* Ability to handle sensitive, proprietary data with confidentiality.
* Excellent interpersonal skills for effective collaboration at all levels both internal and external.
* Strong organizational skills, attention to detail, and ability to work under pressure in a demanding environment; capable of emergencies.
* Knowledge of state and federal laws and regulations governing mental health and addiction treatment inpatient services and related funding (CMS, Joint Commission, AHCA, DCS, HIPAA, 42 CFR); strong knowledge of Joint Commission accreditation standards and leading licensure, accreditation and compliance efforts in a behavioral health facility.
* Transformational leader with hospital administrator experience or similar leadership visibility; strong financial acumen and business development knowledge.
* History of developing high-performing teams and creating followership; experience with HR succession planning.
* English sufficient to provide and receive instructions/directions.
