Country and project background
Malaria Consortium Chad is one of the country offices of the Regional Office for West and Central
Africa based in Abuja (Nigeria). Malaria Consortium Chad is currently responsible for the Seasonal
Malaria Chemoprevention (SMC) project across 48 health districts in five provinces: Bahr El Gazal,
Lac, Mayo Kebbi Est, Mayo Kebbi Ouest, and Tandjilé. Strategic interventions focus on supporting
national-level policies and direct implementation of programmes combating malaria, malnutrition
and neglected tropical diseases. The office in N'Djamena is the coordination centre for all
programmes in Chad. Following a successful pilot in 2025, Malaria Consortium Chad is scaling up the
distribution of Oral Rehydration Salts with Zinc (ORSZ) in Mayo Kebbi Est and Mayo Kebbi Ouest, and
has received approval to implement a pilot programme for severe malaria management in the
Beinamar health district, Lac province.

Job Purpose
The Finance Officer in Chad will support the country office in the effective implementation of the electronic payment process, manage the accounting of partners, electronic payments transactions.
Scope of Work
The Finance Officer, reporting to and working closely with, the Country Finance Manager, will strengthen and maintain the budgeting accounting and financial reporting procedures of Malaria Consortium in accordance with the stipulations in the Finance Manual as well as donors and local laws regulations.
Key working relationships:
The Finance Officer, while reporting to the Country Finance Manager, will interact with the Financial Accountant, the Senior Program Manager, the Local government and communities, the mobile payment operator, the District Administrative Officers, the Project Officers and the Fie health districts managers. The post holder will also work closely with the finance assistants
Key Accountabilities
1. Accounting 75%
* Ensure that the budget design for partners is in line with activities that drive cost
* Ensure that expenses (cheques, transfers) are prepared and executed to partners, including ensuring compliance and completeness of the file for each expense
* Support the implementation of the electronic payment processes in all districts
* Ensure that attendance sheets received from the districts capture and group all participant lists
* Reconcile each cycle attendance list to the established database
* Administer the community health worker database
* Escalates t issues in a timely manner and liaise with relevant stakeholders to resolve them timely
* Prepare the payment list and get the appropriate approvals
* Work with the mobile payment operator to validate the list of beneficiaries (names, numbers, and districts)
* Effectively manage the complaint mechanism procedure to ensure that complaints are collected, categorized, and solved in a proper manner. Work with the mobile operator to respond to all complaints.
* Effectively provide feedback to the program and districts managers on the outcome of the complaints
* Effectively manage and coordinate the Project Finance Assistants to ensure, they carry out their tasks in an efficient and an effective way.
* Ensure strict compliance with internal controls put in place in relation to budget accounting and financial reporting (end to end verification to ensure a clear audit trail is kept).
* Track the state of partners' expenses and their advances according to budget lines
* If necessary, plan and conduct sessions to strengthen partner Admin Officer’s capacity on site or through a workshop
* Based on market knowledge, ensure partners are compliant with the procurement policy put in place and that value for money is achieved in all procurement processes
* Check the consistency and accuracy of the labels of all supporting documents for project advances
* Ensure that partners produce in timely manner quality monthly financial reports
* Implement audit recommendations for partners related findings
* Prepare and track advances, made to partners within the funding agreements
1. Administration 15%
* Monitors the validity and the relevance of contracts between MC and partners and escalates abnormalities
* Monitor the compliance from partners to the national administrative and financial procedures.

Qualifications and experience:
Essential
* Bachelor's in accounting, finance or economics and management
* Experience working in a finance department within the NGO sector
* Experience in working with stakeholder’s institutional level

* Experience of the national health sector
* Experience working in a diverse team
Work-based skills:

* Good knowledge of French (written and spoken), Arabic and/or other local languages,
* Strong command of excel and database management
