Technical Staffing Resources (TSR) are the in-house agency and master vendor for KBR, a leading global engineering, construction, and services company.

KBR supports the hydrocarbon and government services markets on six continents. Serving their customers through diverse business units, KBR offers challenging assignments on some of the world's largest and most complex projects.

We are looking for a Project Controls Manager on a 12+ month contract based in Oxford.


About the Opportunity

Through the NWS Call-off Contract, KBR is required to provide Nuclear Waste Services (NWS) with Project Management (P3M) support and is contracted to supply the services, resources, and skills needed to establish and develop the NWS Geological Disposal Facility (GDF).

KBR brings extensive experience and expertise to the NWS Programme, gained during the delivery of its portfolio of Nuclear sector projects and programmes. Working collaboratively with NWS, KBR will complement their existing capability and provide NWS access to a pool of high-quality programme and project management resources to support and deliver the GDF facility.


Role Information

KBR is seeking a Project Controls Engineer to work within the KBR NWS Call-off Contract for KBR GS EMEA. The role involves working within an agile environment, delivering work remotely and through face-to-face meetings and workshops at the Client's offices in Oxfordshire or other UK locations. The Engineer will be part of the KBR NWS Programme Management Office (PMO) Team and report to the PMO Lead.


The Role

The Project Controls Engineer will assist in providing project control expertise, direction, and implementation, supporting the delivery of KBR’s Service Packages within the NWS Major Capital Programme for GDF. They will ensure project delivery aligns with safety, efficiency, and effectiveness standards, and supports project and programme objectives.

* Familiarize with stakeholders and their requirements.
* Establish and maintain Project Controls standards.
* Identify and agree on interface milestones.
* Support the PMO and Project Controls Teams.
* Develop and implement the PMO/Project Controls strategy.
* Create and maintain standards, policies, and procedures.
* Coordinate with Programme and Project Management Teams.
* Establish and manage Programme WBS, schedule, estimating, and cost plans.
* Manage CBS, OBS, budget, and cost control.
* Develop and manage Risk Management plans.
* Manage Document Control and Change Control processes.
* Monitor and analyze progress, cost, and risks.
* Contribute to reports and prepare presentations.

The Engineer will also ensure governance and maturity are maintained, including engagement with wider programme reporting and change processes.


Required Experience

* Ability to work with PMO and Project Controls teams on complex projects.
* Proficient in logic development for EPC execution.
* Knowledge of engineering and construction processes.
* Understanding of milestone and EVM progress measurement systems.
* Experience in Critical Path Analysis and risk evaluation.
* Proficiency in Project Control techniques and tools.
* Ability to analyze project information and propose actions.
* Collaborative skills and stakeholder engagement.
* Strong team working and communication skills.
* Ability to work independently and within a team.


Essential Qualifications and Certifications

* Degree or Diploma in Construction, Project Management, Engineering, or related field.
* Proven track record in Project Controls.
* Problem-solving skills.
* Familiarity with project management software and methodologies.
* Experience managing full project lifecycle.
* Excellent analytical and communication skills.
* Proven ability to deliver projects on scope, budget, and timeline.
* Strong experience with PowerPoint.


Desirable & Preferred Skills and Memberships

* Professional Institute Membership.
* Knowledge of Project Controls tools and software.
* Proficiency with O365 and SharePoint.
