Overview
The North Midlands & Black Country Procurement Group (NMBC) is comprised of The University Hospitals of North Midlands NHS Trust (UHNM), The Royal Wolverhampton NHS Trust (RWT) and Walsall NHS Trust (WHT), The Black Country Pathology Services (BCPS), North Staffordshire Combined Healthcare NHS Trust (NSCHT), The Midlands Partnership NHS Foundation Trust (MPFT), the Black Country Healthcare Foundation Trust, (BCHFT) & Midlands & Lancashire Commissioning Support Unit (MLCSU).
The NMBC is responsible for the strategic and operational procurement for UHNM (Royal Stoke University and County Hospitals), RWT (New Cross and Cannock Hospitals), WHT (Walsall Manor Hospital) and 36 partner NHS organisations within the Staffordshire, Shropshire, Cheshire, Herefordshire, Worcestershire & Lancashire Health Economies. The NMBC manages and controls expenditure in excess of £600 million across the Midlands and Black Country health economies.
Role Setting
The Senior Strategic Procurement Manager will be a vital member of the NMBC Senior Management team, reporting to the Head of Strategic Procurement - Medical. The post sits in the strategic procurement clinical contract team and is primarily based at the Royal Stoke University Hospital site, reporting to the Head of Procurement - Strategic Sourcing & Special Projects.
The role is directly responsible for a portfolio of contracts, primarily for managing, supporting and guiding the work of four staff based at the Royal Stoke site, each with their own clinical/medical contract portfolios.
Responsibilities
Managing a portfolio of clinical and medical contracts directly, the key function is the strong and effective management, support and direction of a team of staff responsible for the timely procurement of all requirements and contracts (over £20k) for the Medical / Surgical Divisions at RWT.
This is a demanding role, integral in supporting the delivery of strategic objectives of all Trusts represented, exploring and delivering collaborative medical and clinical opportunities with other Trusts in the group, and contributing to delivering savings targets.
The role will support the local procurement strategy, maximise value for money, minimise operational/commercial risk whilst ensuring compliance with EU Procurement Legislation, UK Law and the Trust's Standing Financial Instructions, taking the lead on all medical and clinical contracts/procurements, and leading on specific projects on behalf of the Group Deputy Director of Procurement & Strategic Head of Procurement, deputising as required.
Working Conditions & Benefits
We offer partial working from home (2 days per week) as part of the role. The Trust offers 27 days annual leave on appointment, 29 days after 5 years' service, 33 days after 10 years' service. There is also the potential to accrue hours towards flexi-leave in accordance with the flexible working policy.
