Overview
Primary purpose: provide professional accounting and financial management oversight and financial analysis to Air Force Services commanders, managers, comptroller, and wing commander.
Duties
* Perform non‑appropriated funds (NAF) financial oversight for the installation financial manager, including professional accounting and audit reviews of AF Services financial programs; prepare reports and related documents.
* Develop and conduct local internal control reviews (ICRs) of Services NAF activities; conduct higher‑headquarters developed management control reviews (MCRs); perform other oversight tasks related to financial planning and administration of accounting systems covering operations and expenses of supported Services activities.
* Test and monitor cash controls; coordinate annual impartial inventories.
* Review NAF and APF budgets of all supported Services activities/programs.
Conditions of Employment

* May be required to work outside normal hours, including evenings, weekends, and holidays.

* Family members may be responsible for medical/dental care in overseas locations; access to military medical/dental facilities is space‑available and reimbursable only.

* May be required to serve a 1‑year probationary period or a 2‑year trial period, depending on position type.
* Employment terminated after probation/trial unless certified to advance public interest.
* Financial Management Level 2 Certified position per NDAA 2012.
Qualifications
Applicants must meet the specialized experience requirements described in the OPM Qualification Standards for General Schedule Positions.
* Successful completion of a full 4‑year accredited college degree with a major in accounting or a related field, or an appropriate combination of education and experience as specified by OPM.
* At least one year of specialized experience at the next lower grade (GS‑09) or equivalent.
* Alternatively, meet education requirements: Ph.D. or equivalent doctoral degree or 3 full years of graduate education leading to such a degree in business administration, finance, or public administration, with at least 24 semester hours in accounting.
* Submit copies of official transcripts for education‑based qualification.
* Time‑in‑grade requirements for merit promotion apply as specified by OPM.
* Knowledge of generally accepted accounting principles (GAAP), NAF/APF accounting procedures, and small‑business accounting practices.
* Ability to gather, analyze, and present financial information in reports, statements, and briefings.
* Proficiency with computer operations, electronic communications, spreadsheet analysis, and database creation and utilization.
Education
* If education is used to qualify, official transcripts must be verified prior to appointment.
* Foreign education may be used if proven equivalent to U.S. education.
