The Vacancy
FCHO are seeking an experienced New Business and Acquisitions Manager to drive their ambitious growth plans, in delivering much needed new homes across Oldham and the surrounding areas.
The New Business and Acquisitions manager will be responsible for identifying, appraising, and securing growth opportunities, including land and development purchases, partnerships, and other growth opportunities. FCHO’s growth strategy focuses on meeting the needs of our customers and the local area, so an excellent eye for detail, design and placemaking, alongside an in-depth understanding of affordable housing appraisal and delivery is essential for the role.
Role Responsibilities
* Be responsible for identifying suitable land and development opportunities (both immediately available and sites that will be marketable soon) to secure FCHO’s development pipeline
* Identify and build a suitable pipeline and provide specialist strategic advice in conjunction with the businesses strategy and vision, having regard to national and local planning policy to identify where opportunities/risks exist.
* Oversee the preparation of planning applications/appeals, liaising with Council Planning Officers and ensuring suitable community engagement
* Negotiate agreements for purchase involving agents, legal representatives and landowners including Heads of Terms for new projects, working with the necessary FCHO teams and external advisors where required.
* Be responsible for the preparation of accurate appraisals and cash flow forecasts, ensuring compliance with statutory and funding body requirements, FCHO policies and processes, and good practice.
* Manage the negotiation process with land owners and developers; liaising with solicitors, local authorities and other agencies as appropriate and handling complex and difficult negotiations.
* Advise and manage consultants and contractors involved in the appraisal/acquisition/development process in accordance with department and FCHO policies and procedures and in line with specified timescales.
* Actively contribute to decision making and determining FCHO’s policy and procedure for the delivery of the growth strategy
* Actively attend community-based meetings, sometimes out of core hours, including evenings.
* Ensure that prospective projects meet the specification and need requirements of FCHO and its customers
* Maintain and strengthen relationships with key partners and stakeholders
* Prepare and present effective and accurate reports and presentations for a varied audience, including board approval reports
* Assess and update financial viability of individual projects and produce reports when required.
* Negotiate S106 terms with Local Authorities, Solicitors and Developers.
* Own and manage FCHO’s acquisitions and disposals processes for existing assets, and prospective strategic acquisitions
Experience Required:
Essential:
* Degree or equivalent in a relevant discipline, or suitable equivalent experience
* Knowledge of the planning system, both local and national policy
* Knowledge of property development including homes for rent and sale and identifying land, acquisition and development opportunities
* Experience in appraisal models, particularly within affordable housing development
* Report writing up to Board level
* Working knowledge of Homes England funding
* Experience of taking land opportunities from concept to legal completion
* Financial knowledge regarding development, costings and appraisal of capital projects, cost control
* Knowledge and experience of handling complex and difficult pre contract negotiations
Desired:
* Membership of RTPI/RICS/CIOB or other professional institute allied to the construction industry (acceptable to FCHO)
