Role Purpose
* Assist the Senior Building Surveyor in the day-to-day management of an area of the Borough and deputise for the Principal Building Surveyor during absences.
* Process and scrutinise Building Regulation applications.
* Inspect building works.
* Provide general building control advice.
* Market the service to secure new business and income streams.
Responsibilities
* Work with the Senior Building Control Surveyor in managing the area and deputise during absences.
* Scrutinise Full Plans applications, Building Notices, and Regularisation Applications for compliance with regulations and legislation, including examination of structural details and calculations. Investigate existing site conditions where appropriate.
* Advise applicants on amendments required for compliance, negotiate, and arrange for necessary modifications.
* Recommend decisions on Full Plans applications within statutory time limits, including drafting decision notices.
* Conduct unsupervised site inspections to ensure conformity with regulations, negotiate with builders and developers, and make decisions independently unless exceptional circumstances arise.
* Lead larger and complex building projects within the area, guiding and supervising involved Building Surveyors.
* Prepare and record fee quotes for Building Regulations when requested.
* Assist in registering new applications for complex projects, including checking estimates, costs, and charges.
* Notify responsible parties of irregularities and contraventions, liaising with other departments and negotiating as needed.
* Report serious contraventions to the Building Control Manager for appropriate action.
* Provide pre-application advice on Building Regulations for complex projects.
* Maintain detailed records of all site inspections for future reference.
* Complete site inspection records for computer entry within specified timelines.
* Promote equality, diversity, health and safety policies, and participate in related initiatives.
* Ensure confidentiality and compliance with information security policies.
Requirements
* Degree in CABE/RICS or a relevant qualification, or B-TEC Higher with comprehensive Building Control experience.
* Understanding of the Council's Equal Opportunity policy.
* Knowledge of current Building Control practices and legislation.
* Knowledge of complex construction techniques.
* Ability to organise workload, prioritise, delegate, and meet deadlines.
* Ability to prepare detailed reports and negotiate effectively.
* Experience in working in a Building Control office, with supervisory experience preferred.
