The Adult Community Mental Health Rehabilitation service is seeking to recruit an Operational Lead to cover maternity leave. This role is part‑time, 10 months, with fixed‑term and secondment opportunities considered.
The service works with people and families in their local communities, providing specialist assessment, treatment and support to stabilise symptoms and help regain confidence to live successfully in the community.
Evidence shows an intensive community treatment approach achieves positive results for users with complex severe and enduring mental illness.
We have strong working relationships with internal and external services and are co‑located with other mental health teams. Regular CPD is promoted.
We are looking for a Band 7 Operational Lead who meets the following qualifications.
Main duties of the job
The post holder carries day‑to‑day responsibility for operational management and delivery of services within the pathway.
Works in partnership with service users, carers, multidisciplinary teams and other partners to ensure effective outcomes.
Provides leadership and supports the Service Manager to ensure high‑quality care across the pathway.
The post holder, with support from the Service Manager, holds delegated responsibility for the pathway team budget and performance within trust standards, KPIs and financial targets.
Is responsible for operational decisions, resource allocation, and deployment of operational processes within the pathway team.
Organises the workload of the team and ensures appropriate resources meet service demands.
Provides advice in complex clinical situations to resolve presenting issues.
Job responsibilities
Service Development and Review
Engages in and supports development of policies, procedures and working practices, ensuring implementation and compliance.
Collaborates with the Service Manager, wider team, and partnerships to plan and deliver the service.
Ensures all trust policies and guidelines are adhered to and provides guidance to clinical staff.
Supports the local implementation of national strategies and initiates change and practice development.
Management of Resources and Performance
Manages the designated team, exercising effective budget control, staying within limits with the locality manager.
Maintains achievement of KPIs and essential standards.
Authorized signatory for budgets associated with clinical care delivery.
Line manages staff within the pathway, covering sickness, performance, recruitment, and appraisals.
Service Delivery
Promotes, develops, implements and manages clinical standards and good practice.
Accounts for direct delivery of service, providing specialist advice for users requiring intensive rehabilitation.
Is a visible, consistent presence in team and wider partnership working relationships.
Engages in complex case management meetings as necessary.
Ensures use of and adherence to CPA policies and processes.
Supports safeguarding policies and procedures.
Leadership
Provides appropriate advice to staff, multidisciplinary and management groups.
Monitors and evaluates practice, initiating changes based on current trends.
Ensures statutory and professional responsibilities of professional codes of conduct are met.
Ensures compatible skill mix with due regard to risk assessment.
Promotes integration between community and inpatient services.
Facilitates early discharge planning from out‑of‑area placements and inpatient settings.
Encourages multi‑disciplinary and multi‑agency working.
Provides support regarding Local Authority and NHS complaints procedures.
Monitors and manages team and individual performance to achieve trust objectives.
Undertakes operational management supervision and ensures clinical and professional supervision arrangements.
Promotes compliance with governance agenda, continuous monitoring and improvement of safe care delivery.
Encourages staff to share good practice and develop ideas, including research.
Maintains oversight of environmental standards and addresses safety, dignity, hygiene, and infection control issues.
Promotes service audit, evaluation, and research.
Ensures robust risk assessment and management per policies.
Ensures all staff receive PDC appraisal and have a personal development plan with mandatory training.
Undertakes mandatory training and maintains personal development plan.
Decisions and Judgements
Responsible for operational decisions, resource allocation, and deployment of processes within the pathway.
Organises workload and ensures resources support service demands.
Provides advice in complex clinical situations.
Manages staff sickness and performance.
Undertakes complaint and disciplinary investigations.
Participates in development of directorate and trust policies and service development projects.
Communication and Working Relationships
Communicates policies and procedures within the team and externally to ensure effective understanding and implementation.
Maintains open, respectful, and confidential communication with staff, service users, carers, agencies, and the public.
Keeps accurate records consistent with legislation, policies, and procedures.
Communications are both verbal and written.

Person Specification
Qualifications
* Post-registration experience and/or evidence of formal courses and training at postgraduate diploma level
* Quality Improvement Methodology Training, e.g. LEAN
* Recognised Management or Leadership Qualification
Experience
* Experience of initiating, developing, implementing and evaluating operational processes.
* Demonstrable experience in performance management.
* Experience in direct line management of health or social care staff.
* Demonstrable experience of effective multi-disciplinary team working.
* Significant post‑qualification experience at Band 6 working in a mental health or specialist inpatient setting.
* Experience of managing multi-disciplinary teams.
Skills
* Knowledge of NICE guidance and standards relating to rehabilitation for complex psychosis.
* Knowledge and experience of audit processes.
* Comprehensive knowledge of relevant health and social care legislation and policy.
* Highly developed communication and interpersonal skills, including diplomacy, tact and negotiation.
* Ability to lead effective and sustainable change.
