Job Summary
The Health and Safety Executive (HSE) is the independent regulator for work-related health and safety. We act in the public interest to reduce work-related illness, death, and serious injury across Great Britain’s workplaces.
HSE inspects certain workplaces and buildings. We also reach employers and workers through our guidance, communications, campaigns and through stakeholder organisations.
There are three permanent Band 3 (SEO) posts available in the Applied Analysis and Insight Group (AAIG), which is part of Engagement and Policy Division (EPD).
Two posts are based in AAIG’s Applied Regulatory Information unit – with a focus on the analysis and application of data and evidence to HSE operations. One post is based in AAIG’s Research and Insight unit with a focus on market and social research to understand and provide solutions to business issues.
Working Pattern
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 22 hours per week.
Job Description
Applied Analysis and Insight Group
AAIG comprises approximately 30 inter-disciplinary staff who work at the interface of evidence with policy, operations and communications. AAIG staff lead and support work in both EPD and across all HSE Divisions. Some AAIG staff have research and analytical backgrounds (such as market, social and behavioural research); some have business analyst or consultancy backgrounds; and others possess policy, operational and communications backgrounds. These posts are open to candidates from any profession who meet the criteria and aspire to apply evidence to policy and operations.
AAIG comprises three main units: ‘Applied Regulatory Information’, ‘Research and Insight’ and ‘Futures’. Though based in either the first or second unit, successful postholders may work across all of AAIG’s units. The selection process for these three posts is identical, however, the focus of the two units are elaborated in the job descriptions below. Though not required, you may indicate a preference in your application.
AAIG works across the full spectrum of HSE issues. This ranges from research, analysis and insight that contributes to: the protection of workers working with hazardous substances such as asbestos, chemicals and metals; the design, evaluation and improvement of HSE’s workplace interventions e.g. health and safety inspections, communications campaigns, web-based guidance and licensing schemes; the development of new products and services for the new Building Safety Regulator.
AAIG is a high quality, innovative, well-regarded team winning several awards in 2024 including the Market Research Society (MRS) award for ‘In-house Team of the Year’ and the cross-Government Analytical Function award for best research on ‘Inclusion’.
Applied Regulatory Information Unit
The two posts available in the ‘Applied Regularly Information’ unit include a focus on the analysis and interpretation of largely quantitative HSE operational and management data, plus other qualitative and quantitative data sources. Activities include drawing on and analysing data from HSE’s management information systems (such as workplace health and safety inspection data) for example, to develop dashboards that monitor performance; support future intervention strategies (such as targeting issues or workplaces); evaluate HSE’s effectiveness both in terms of impact and improvements. We also work closely with data specialist teams elsewhere in HSE to ensure we shape and apply findings from initiatives such as data mining programmes.
Research and Insight Unit
The post available in the ‘Research and Insight’ unit includes a focus on social, market and behavioural research largely based on HSE’s external audiences (e.g. workers, employers, stakeholders and residents). This includes conducting secondary research, qualitative, quantitative and mixed methods studies and statistical analyses to understand and provide solutions to business issues. Work is conducted in-house and by external research providers which AAIG commissions, manages and quality assures.

Travel
You will be based at any of the HSE offices as advertised above. Currently AAIG staff work in a hybrid way both from their HSE office and from home if desired. However, on occasion (roughly once every 1-2 months), you will be required to travel to GB-wide meetings - usually in Bootle, Merseyside (HSE’s headquarters) or London. This may occasionally necessitate overnight stays with travel and subsistence provided.

Essential Skills And Criteria:
You must bring substantial relevant experience in all of the following skillsets and activities:
* Any one of the following: (a) Designing and delivering research or analysis; and/or (b) Working with and undertaking analysis from large and complex databases e.g. creating dashboards; using pivot tables; undertaking multi-variable analysis.
* Developing evidence-based recommendations from research, data or analysis - and communicating these recommendations to audiences to influence their decision-making.
* Developing, delivering or improving at least one or more of: organisational strategy, policy, operations, services, products or communications.
* Collaborating effectively with a diverse range of people, teams or organisations.
* Ability to demonstrate understanding of market/social and behavioural research and insight using qualitative and/or quantitative methods through:
* Substantial experience at junior level or mid to senior level professional experience undertaking research or insight work in any profession or sector. This may include working in a research agency, a specialised research team, academic experience of having undertaken wider research roles; AND/OR
* A degree in any subject that includes a substantial research methods component; AND/OR
* A relevant professional qualification/professional membership (for example Market Research Society Diploma or Advanced Certificate)

Interview Information
Interviews will take place via Microsoft Teams from week commencing 14th July. At interview you will be assessed on:
* Deliver a 5-minute verbal presentation, the topic of which will be given when you are invited to interview. This will be assessed against the Essential Skills and Experience requirements.
* A series of questions related to your relevant skills and experience. This will also be assessed against the Essential Skills and Criteria.
* The Behaviours ‘Managing a Quality Service’ and ‘Making Effective Decisions’.
