Requirements
The Technical Consultant should have a development background and experience in the public sector, understanding how technology transforms public services. The role involves expertise in low-code platforms, integration, workflow, automation, data analysis, migrations, and system integrations. The role reports to the Head of IT & Innovation and is responsible for technical delivery.
Delivery
* Design and build solutions using low-code platforms and related tech.
* Develop and deliver complex technical work, including integrations with applications and data sources.
* Provide technical guidance on implementing and configuring low-code platforms for digital services.
* Advise and train clients and colleagues on platform usage.
* Maintain technical standards for design, development, testing, and deployment.
* Support the creation of technical libraries and reusable assets.
* Design generic components and templates for reuse across solutions.
Education/Qualifications
* Degree or equivalent experience in IT or related field.
* Professional qualifications or experience in software, database development, project management, or business analysis.
* At least 3 years’ PowerApps experience.
* Experience in application development, data migration, solution architecture, and business analysis.
* Experience working in agile and waterfall project teams.
* Supporting change within public sector organizations.
* Client and stakeholder management experience.
* Commitment to public service improvement.
* Experience in software development or data analysis within local government or similar.
* Experience delivering training on software applications.
* Understanding of local government sector and key products.
* Leadership, mentoring, and team support skills.
* SQL skills (MySQL, SSIS).
* Data analysis, integration, migration, and database optimization skills.
* Excellent communication and interpersonal skills.
* Strong analytical and problem-solving skills.
* Ability to explain technical concepts to non-technical audiences.
* Training and coaching abilities.
* Ability to work under pressure, manage risks and issues.
* Self-motivated with flexibility in work approach.
