Arc Partnership is a joint venture between Nottinghamshire County Council (NCC) and SCAPE Group. Formed in 2016 to support the council in creating an efficient, safe, and sustainable land and property portfolio.

We deliver multi- disciplinary property design, consultancy, master planning, regeneration, project/programme management, construction, emergency, reactive, compliance asset management and planned services on behalf of Nottingham County Council

The role will support primarily Arc Partnership, but will also provide strategic Safety, Health and Environment leadership across the wider SCAPE Group.

Your new role:

We're looking for a Head of Safety, Health and Environment (SHE) to lead and own our Group strategy for Safety, Health, Environmental and Construction Design Management (SHE and CDM)

This is a strategic role, and we want you to disrupt and evolve the agenda for the future. We already have proven processes in place, and an excellent track record in health and safety and this role is about transforming the future with a new generation of people focused policy and practice.

The role requires you to work closely with the Chief Operations Officer and senior leaders across the business to ensure enterprise-wide impact of delivery.

You'll play a key role in shaping a strong safety-first culture, embedding robust governance, and managing and monitoring the implementation of Safety, Health, Environmental and Construction Design Management (SHE and CDM) systems across the activities of Arc Partnership and the wider SCAPE Group and its subsidiaries.

The role will provide strategic oversight and be responsible for developing and leading initiatives spanning multiple departments across the SCAPE Group. You will work in partnership with senior leaders across the business to embed robust SHE and CDM practices and continuous improvement.

The role will guide, support and monitor duty holders and activities across the business to ensure compliance and that the highest standards of safety, health and environmental performance are maintained.

We think the CDM and Safety agenda is about educating and motivating people to do the right thing, acting as an enabler at all levels, be that on site, in front of the board or at safety committees.

What you'll do:

Reporting to the Chief Operations Officer you'll develop, implement and continuously improve the organisations Safety, Health and Environmental Safety Management Systems, you'll be responsible for driving continuous improvement. This role is forward thinking, you'll have the opportunity to innovate and set the strategic direction for the Group, and the responsibility for delivering improved practice and process, with people at the heart of what you do.

It goes without saying that you'll need to ensure Arc Partnership and SCAPE Group's Safety, Health and Environmental Management System, systems and processes are implemented in accordance with SCAPE Group and its subsidiaries Business Plan Objectives including compliance with ISO Standards and Occupational Safety Management Systems and CDM Regulations.

To establish, lead, and maintain Safety, Health and Environmental policies, processes, and procedures, within in Integrated Safety, Health and Environmental Management System.
To lead a small Safety, Health and Environmental team in providing specialist support, advice and professional guidance across the SCAPE Group, keeping the organisation up to date on relevant Safety, Health and Environmental legislation, Industry Standards, ensuring SCAPE Group remains fully compliant. Identifying, monitoring, mitigating and reporting on health, safety and environmental risks.
To drive and improve a positive safety, health and environmental culture across SCAPE Group based upon continuous improvement, collaboration and learning.
Guide and support SCAPE Group to deliver its CDM duties, responsibilities and compliance. Monitor CDM Duty Holders, Principal Designers, Designers, Principal Contractors, Contractors for compliance with the CDM Regulations. You'll be responsible advising, assisting and monitoring the implementation of Health, Safety and CDM management systems across design and construction activities, delivering safe outcomes for construction projects across Nottinghamshire.
Report on safety, health, environmental and CDM performance in accordance with Arc Partnership requirements direct to the Managing Director
Maintain ISO 45001/SSIP Safety Management System external accreditations.
To lead effective accident and incident investigations, ensuring that associated recommendations and lessons learnt are embedded into the SCAPE Group and its subsidiaries Safety, Health, and Environmental Management System. Reporting of safety, health, environmental and CDM performance in accordance with SCAPE Group and its subsidiaries business-level requirements.
Establish productive relationships with the senior leadership and operational teams, to engage them with the future of SHE and CDM, as well as supporting, coaching and mentoring colleagues, to develop their knowledge of safety, health and environmental legislation, processes, best practice and standards, including developing and embedding safety, health and environmental leadership competence, capability and capacity across SCAPE Group and its subsidiaries.
Establish and maintain effective relationships with key external stakeholders and promote collaboration and innovation within safety, health, and environmental management, including regulatory bodies, supply-chain organisations, external assessment bodies, enforcement bodies, advisory bodies and wider industry-related forums.

What you'll bring:

You'll be a strategic thinker, invested in creating the future of Safety, Health and Environment and able to galvanise change and deliver on your ideas. You'll be professionally qualified and have significant experience in a health and safety and CDM role gained within a construction and design environment.

NEBOSH Diploma / Degree or relevant equivalent qualification in Safety, Health and Environment. Relevant Professional Membership of a relevant Safety, Health and Environmental Professional Body (i.e. CMIOSH / Association for Py bh6roject safety).
Proven experience in a similar role within the Construction Sector, with a thorough working knowledge of CDM legislation in practice.
Significant experience and competence in working to external ISO Accredited Standards including ISO 45001, and ISO 14001 set within a business-wide Safety, Health and Environmental Management System and Standards.
Strong verbal and written communication, influencing and engagement skills across all levels of an organisation and with external stakeholders.
Experience of devising and establishing business-wide Safety, Health and Environmental Management Systems, including policy, process and procedures, underpinned by a working in-depth knowledge of Safety, Health and Environmental legislation and regulations.
Proven ability to effectively lead on the development, implementation and monitoring of a Safety, Health and Environmental Safety Management System, with strong leadership skills needed to develop, implement and embed a positive safety, health and environmental culture across SCAPE Group and its Subsidiaries.

An attractive package £65 - 75,000 (dependant on experience)
