Job summary

The Organisational Development Learning and Inclusion (ODL&I) team is responsible for the Senedd's learning offering; designing and delivering in-house training solutions as well as sourcing appropriate external suppliers and ensuring the best use of organisational resource. The team focusses on building organisational capability through its learning and Organisational Development (OD) initiatives.

As the L&D Manager, you will be instrumental in achieving our ambitious People Strategy and will support the Senedd's ambition as a true learning organisation. You will utilise the Senedd's L&D Framework to prioritise essential learning and to champion a culture of growth and continuous improvement. You will be visible and can develop close partnership with customers and stakeholders across the business, owning significant responsibility for shaping and delivering the development offering.

The role reports to the Head Organisational Development and Learning and is focused on consultancy, design and delivery of high quality learning and organisational development initiatives. You will initiate and drive forward significant improvements which will increase knowledge, skills and performance across the Senedd, enabling staff to reach their full potential and to be the best they can be.


Job description


The Learning and Development Manager is responsible for the creation and delivery of bespoke training programmes. These are designed with leadership, management, business and personal progression and best practice in mind with the aim of building employee capability at all levels throughout the organisation.

* Managing the Senedd's internal and external learning provision in alignment with the Senedd's L&D Framework;
* Implement and manage a new Learning Management System for the Organisation
* Developing a partnership approach with Heads of Service and other stakeholders (staff networks, TUS) across the organisation to identify staff development needs, succession planning and individual career development;
* Developing annual training plans to achieve organisational aims and to build staff capability
* Work with the Training Officer to develop the annual training calendar in alignment with the L&D Framework;
* Designing, developing and delivering training programmes, pathways and other events and interventions, and manage these to meet business needs;
* Arranging procurement exercises and learning frameworks to deliver learning and ensuring the best use of organisational resource;
* Managing the Learning and Development budgets (Corporate training and Directorate budgets) in alignment with recommendations from the Capability Review and in compliance with financial and procurement procedures;
* Facilitating and contributing to organisational development initiatives;
* Managing and motivating a Training Officer and L&D Administrator to ensure team goals are achieved.


Person specification


Job Specific Criteria

* Proven experience of reviewing organisational development initiatives or practices and the ability to make recommendations f or improvement;
* Learning and development experience, with the ability to design and deliver effective programmes using a blended approach – including Digital and ICT and face-to-face methods.
* Skilled in coaching and facilitating to achieve individual or groups goals;
* Ability to work with managers to identify learning needs, propose tailored solutions and build workforce capability;
* Experience of budget management.

Desirable Criteria:

* Experience of Implementing a Learning Management System
* CIPD Level 7 Qualification or equivalent
