The role available will be based in either one of the 3 Policy Group Hub locations (Sheffield, Leeds or London), or one of the 8 CMPD sites (Birmingham, Blackpool, Cardiff, Glasgow, Leeds, Manchester, Newcastle-upon-Tyne and Sheffield).

Job Summary

The Department for Work and Pensions (DWP)delivers a range of services to a broad customer base of around 20 million customers. These services are organised into benefit delivery areas (Universal Credit, Disability Services, Decision Making and Working Age, Retirement Services and Enabling/Supporting functions).

As a clinician within the Clinical Education Team in the Disability and Health Support Directorate (DHSD), you will have the opportunity to work at the heart of the clinical team within the department, working closely with providers, external stakeholder and clinical experts advising on medical and health related issues that impact the lives of millions of customers.

You will be expected to be an active member of your division and directorate’s extended leadership team, ensuring that the directorate remains an excellent and inclusive place to work.

Job Description

The role will work closely with the Chief Medical Advisor and head of the DWP Clinical Profession to build and grow the 5500 strong clinical profession within the department and influence the clinical profession development across government.

You will support the Deputy Responsible Officer to ensure clinicians registered with HCPC, NMC or GPhC, who are undergoing investigation are supported.

You will manage the Clinician Hub (SharePoint) and lead on the development of the clinical profession, alongside the Education Lead and Chief Medical Advisor.

You will work with HR colleagues to ensure recruitment of clinicians across the department is in line with best practice.

Responsibilities Will Include:


* Overseeing the clinical profession function for DWP alongside the Chief Medical Advisor, covering meetings when required for them.
* Linking with HR to ensure that any clinician who is being investigated has contact with the Head of Profession and support in place during the investigation, signposting to the Responsible Officer and regulatory bodies when appropriate.
* Drafting and delivering (including in-person) high quality advice for the Chief Medical Advisor and senior officials relating to the clinical profession in DWP and in the provider organisations.
* Working with clinicians directly employed by DWP and the providers of disability/functional assessments, to ensure recruitment and retention of clinicians is aligned, so that clinicians are able to deliver high standard, accurate, clinical and health related advice.
* Developing the clinical profession ‘continuing professional development’ programme alongside the Education Lead ensuring the annual conference and monthly clinician calls are organised with expert speakers from across the leaders within the NHS and Royal Colleges and Faculties.
* Managing the Clinician Hub, ensuring content is accurate and up to date.
* Writing, reviewing and upkeeping of policies and frameworks relating to the clinical profession, as well as facilitating learning and improvement across the DWP.
* Being able to quickly identify when things are going wrong and put measurable steps in place to put them right.
* Leading ad-hoc strategic work/projects in this area in response to areas in need of improvement.
* Completing a programme of personal and professional development to meet the requirements of the relevant professional regulatory body.

Person specification

Mandatory - 5 years of post-graduate expertise and up to date registration with NMC, GMC or HCPC with no conditions on registration unless they relate solely to a disability. Medical applicants must have a licence to practice.

* Lead Criteria - High level of clinical confidence, including a broad range of clinical experience, with experience of working in the NHS.
* Experience of involvement, development or leading CPD/education programmes for clinical teams.
* Excellent written and verbal communication skills with the ability to translate complex material into simple explanations.
* Good organisational skills with the ability to adapt, influence and solve problems at pace.
* Experience of working with multidisciplinary clinical teams in an inclusive way, leading by example.
* Ability to prioritise and manage competing demands.
* Experience of communicating with and influencing external stakeholders.

Written Application

As part of the application process you will be asked to complete a CV and Personal Statement. Further details around what this will entail are listed on the application form.

The first stage of the application will focus on your CV. Only candidates demonstrating the minimum 5 years of clinical experience on their CV will have their personal statement considered.

A sift will then be carried out using your 1250 word Personal Statement.

Your Personal Statement needs to set out evidence of how your experience meets all the Essential Criteria and not the published Behaviours listed in this advert.

We are not looking at how much time you have spent in a job, but rather how you have performed. Your Personal Statement must show demonstrable evidence of what you did, how you did it, and what outcome was achieved. This should include the impact of your approach and evidence of your ability to take forward different approaches in different circumstances.

The standards detailed in the Essential Criteria are the minimum expectations for the role. Candidates will have to meet the standard required for all the criteria, in order to progress to interview.

Interview

Candidates who successfully passthe written application will be invited to either a Microsoft Teams interview or a face to face interview at Caxton House, London. Details of the type of interview that will be conducted will be included in the interview invite.

Hybrid Working

Certain job roles may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. Working Pattern

DWP is a family-friendly employer and part time and job sharing working patterns within working hours may be available, but must meet business needs.
