Hays is proud to be supporting a local council in recruiting an experienced Commercial Lead to develop and deliver a strategic approach to monetising a major Library service. This is a unique opportunity to shape the future commercial direction of an iconic public space and maximise income-generating opportunities across a wide range of assets and services.
About the Role
The council is looking for a dynamic, commercially focused leader to design, scope and drive a comprehensive Library Monetisation Strategy. You will review, assess and develop commercial opportunities across the Library, ensuring proposals are viable, sustainable and aligned with the council's wider objectives.
This is a high-profile project requiring strong market analysis, commercial innovation, and the ability to benchmark best practice across the UK and internationally.
Key Responsibilities
1. Identify and Evaluate Commercial Opportunities
Assess potential income-generating ventures such as cafés, shops, retail concessions and event spaces.
Review existing commercial operations and identify areas for optimisation.
2. Sponsorship & Partnership Strategy
Develop proposals for sponsorship, corporate partnerships and collaborative commercial models.
Build relationships with potential partners and present commercial cases.
3. Market & Competitor Analysis
Benchmark against similar libraries and cultural institutions across the UK and Europe.
Conduct analysis of surrounding retail, cafés and footfall to inform opportunity mapping.
Identify market gaps, new revenue streams and innovative concepts.
4. Strategic Delivery
Produce a clear Commercial Monetisation Plan with priorities, milestones and financial modelling.
Provide recommendations on quick wins, medium-term opportunities and longer-term strategic investments.
Engage stakeholders across the council to shape delivery and secure buy-in.
About You
We are looking for a candidate with:
Strong experience in commercial strategy, business development or revenue generation.
A track record of identifying, evaluating and delivering new commercial opportunities.
Experience within the public sector, cultural institutions, leisure, retail, hospitality or property is highly beneficial.
Ability to conduct comparative market studies and benchmark against UK and international examples.
Strong stakeholder engagement skills and the ability to influence senior leadership.
