SPC oversees firms and individuals (supervision), creates and reviews the rules by which they operate (policy) and identifies and remedies ineffective competition in markets (competition).
Sitting within the Payments & Digital Assets directorate (PDA), the Cross-Cutting Delivery Department supports payments and digital finance to develop sector wide strategies and support supervision and policy making through effective governance, risk management, operational efficiency and collaborative partnership with stakeholders.
CCD and the Functionality & Change team are newly established and play a central role in enabling PDA and payment systems regulation to operate effectively and deliver highly impactful outcomes, including supporting the integration of Payment Systems Regulator responsibilities into the FCA. This is an exciting time to play a pivotal role in shaping the vision, purpose and ways of working. The ideal candidate would be flexible, adaptable, comfortable working in ambiguity and willing to step in to help establish this new team and department.
Role responsibilities
4. Leading business planning and prioritisation including coordinating input, modelling impacts, highlighting opportunities and challenges to ensure people, budgets and operating models are aligned to deliver fair, effective outcomes
5. Strengthen divisional decision‑making by overseeing local governance forums
6. Enable meaningful change by managing local change initiatives, supporting teams to adjust to new processes, enhance ways of working and deliver lasting regulatory impact
7. Build a thriving, inclusive workforce by partnering with HR to support teams to attract and retain talent, ensuring PDA and payment systems regulation has the capability it needs now and for the future
8. Champion learning and development across PDA and payment systems regulation, shaping skills development and training that empower colleagues to grow their careers while enhancing the FCA’s regulatory capability
9. Amplify colleague voice and engagement by translating staff feedback into clear actions and communications that improve experiences, wellbeing and performance
10. Lead and support others by motivating and developing an effective team amid ongoing change, creating space for growth, confidence and collective achievement
11. Deputise for the Functionality & Change Manager where required, providing leadership support and ensuring continuity across divisional activities
Skills required
Minimum:
12. Prior experience or understanding of one or more of the following: business planning, governance, budgeting and/or project planning frameworks within a complex organisation
13. Demonstrable experience of building and sustaining strong, collaborative relationships, using clear and effective communication across multiple engagement channels
14. Proven experience or understanding of one or more of the following sectors: payments, payments systems and infrastructure, open banking/open finance, or digital assets
Essential:
15. Experience designing and delivering multiple workstreams to high standards, in fast‑moving, high‑impact environments
16. Experience coordinating and shaping work across multiple teams, disciplines or functions to deliver shared outcomes
17. Demonstrated ability to influence and engage stakeholders at all levels, including senior leadership and executive forums
18. A collaborative and inclusive approach, building alignment and momentum to deliver both personal and organisational priorities
19. Confidence in making sound judgements using data, insight and evidence to inform decisions
20. A growth‑oriented, adaptable mindset, combining continuous learning with the flexibility to adjust to shifting priorities and take on new challenges with confidence
