Project Quantity Surveyor – High-End Residential, London (c. £100m)

Salary: Up to £5,000 + package

We're partnering with a leading London developer on a flagship high‑rise residential scheme in London (Zone 2). This is a rare opportunity to step into a No.2 site-based role on a major project, working side‑by‑side with an experienced Commercial Manager on a landmark 100m RC frame development.

You"ll take ownership of several high‑value packages, procurement, commercial reporting and cost control, while mentoring and supporting an Assistant QS. The project is fast‑moving, design‑led and technically complex – the kind of environment that suits someone who enjoys getting stuck in the detail, and has high standards.

We're looking for a Project QS or Senior QS who can bring solid experience from a comparable residential build: large‑scale RC frame, high‑rise delivery, and the confidence to manage demanding packages from early stages through to completion.

About the Role

Reporting to the Commercial Director, you"ll play a key role in managing the commercial function across a range of high‑value projects. The Quantity Surveyor supports the commercial delivery of construction projects across Arada London’s development portfolio.

Job purpose


Key Responsibilities

* Assist and support the Commercial Lead with the commercial lifecycle of Arada London’s development projects from pre‑construction through to final account.
* Work with the Commercial Lead, Pre‑Construction Team and Cost Planners to prepare, analyse, and validate cost plans and construction budgets.
* Undertake market testing and early sub‑contract engagement to secure competitive, well‑scoped procurement outcomes.
* Support the financial control through the preparation of Costs to Complete (CTC) Reports, cost forecasts, and profit plans using COINS and Procore.
* Full procurement activities, including the production of scopes of works, package measurements, tender enquiry preparation, bid list production, receipt of tenders, tender analysis, mid and post tender meetings, and placing orders and sub‑contracts.
* Ensure projects are delivered within budget, risks identified and managed, and value is maximised at every stage.
* Support the Commercial Lead to act as the commercial interface between design, procurement, and delivery teams, supporting project success.


Role and responsibilities

Pre‑Construction Involvement

* Collaborate with the Pre‑Construction Team and Cost Planners to assist the development accurate and robust cost plans.
* Provide commercial input during design development, feasibility studies, and value engineering exercises.
* Undertake market testing and early sub‑contract engagement to inform construction budgets.
* Assist with the production of Employer’s Requirements, Contract Sum Analysis, cash flows and head building contract terms and Particulars.
* Help set and validate project budgets, procurement strategies and assist with the development of the tender event schedule.
* Understand the Building Safety Act impact on Arada’s developments and assist the Arada team with the Gateway processes, including associated cost and time impacts.

Cost Management & Reporting

* Assist with the Preparation and present monthly Costs to Complete (CTC) Reports and commercial sections of project reports.
* Forecast and manage cashflow, liabilities, and profit plans using COINS.
* Maintain up‑to‑date commercial records in Procore.

Procurement

* Active participation in the production of procurement strategies, tender packages and preparation of the procurement schedule.
* Attendance at design team meetings and workshops to ensure timely delivery of procurement package information for tender and to understand and log any design creep.
* Produce tender packages including bid lists, detailed measurement, scope production and other relevant enquiry documentation and issuing the same to align with procurement schedule dates.
* Analyse tenders, conduct sub‑contractor interviews, and prepare recommendations for approval.
* Negotiate and finalise sub‑contract agreements using Arada’s standard forms.

Sub‑contract Administration

* Manage sub‑contract payments, variations, dayworks, loss and expense, and final accounts.
* Issue payment notices and pay‑less notices in line with contract requirements.
* Issue notices as required, preparation of any contractual correspondence as necessary.
* Maintain full documentation of commercial correspondence within Procore.
* Ensure project progress records are produced and provide for a detailed record at the site e.g. site diaries.

Client Management

* Prepare, submit and negotiate client interim valuations, variations, and final accounts.
* Support or lead discussions with Employer’s Agents / internal stakeholders and project teams to obtain relevant instructions and agree value / valuations.

Financial & Risk Control

* Monitor project costs against budgets and tender allowances.
* Ensure package risk and opportunity provisions are identified and managed properly from procurement through to completion.
* Identify commercial risks and opportunities and propose mitigation strategies.
* Attend and contribute to project and commercial meetings.
* Manage and mentor Trainee / Assistant Quantity Surveyors, delegating tasks and reviewing outputs.

Contractual & Legal Awareness

* Demonstrate full understanding of JCT and bespoke subcontract forms.
* Ensure compliance with contractual obligations, insurance, bonds, and warranties.
* Understanding of relevant Statute, specifically the HGCRA 1996, as amended in 2009.

Other

* Presenting cost options to Employer / Client in detail to demonstrate value.
* Any other commercial activity that is reasonably requested by Arada in connection with the business objectives.
* Understanding of relevant health and safety legislation and obligations.
* Understanding of planning process, conditions, S106 and S278 obligations and administering the same.


Skills

* Strong commercial acumen and negotiation skills.
* Excellent attention to detail and contract knowledge.
* Effective communicator with internal teams, consultants, and sub‑contractors.
* Ability to manage workload, time management and working to deadlines.
* Mentoring and team leadership ability.
* Proficiency in Procore, COINS, and Excel.
* IT skills, including MS Office, Bluebeam, Procore, Coins and the like.

An established, accredited fire protection business is growing fast and we"re on the hunt for a proactive Quantity Surveyor to join the team.


What you’ll be doing

* Preparing and reviewing tender documents, cost plans, and valuations
* Managing applications for payment, variations, and final accounts
* Assisting with procurement and subcontractor management
* Supporting contract negotiations and maintaining positive client relationships
* Ensuring compliance with internal processes and industry accreditations (FIRAS, ASFP, etc.)
* Working closely with Operations and Finance to monitor project performance

Contract - Inside IR35

Location: North Acton – Hybrid working arrangements in place.

Experienced Utilities Quantity Surveyor, NEC Option C, Major Projects Experience required.


Role Brief

The role of Quantity Surveyor is responsible for providing accurate and value‑generating input to projects. It ensures that all commercial aspects are carried out in accordance with the contract, company policies and procedures, and to the satisfaction of the customer and/or contract leader. The role will be working under the direction of a Senior Quantity Surveyor as part of the Utilities teams. The QS will be able to demonstrate the ability to function as a member of an integrated team.


Main Responsibilities

* Subcontract management
* Inputting into the efficient and effective management and issuing of accurate, timely and compliant notices and correspondence
* Preparation or assessment of applications, valuations, cost/value reconciliation.
* Cost control and forecasting. Prepare and provide input to monthly reports: value, cost, profit/loss, cash flow and budget.
* Preparation and agreement of applications for payment or the assessment & preparation of payment certificates.
* Assisting with Risk and Value Management to optimise solution. Monitor and regularly review with the project team. Identifying, analysing and developing responses to commercial risks.
* NEC Contracts knowledge and Experience essential and QS experience on Utilities Projects highly desirable.


Job Purpose

The provision of a professional and cost‑effective quantity surveying service both pre and post works contract across the Capital Delivery Team.


Job Duties

* Providing cost advice to officers across the service regarding works/projects, contract term, quotes, rates, costs, tenders, and variations.
* Review incoming and outgoing construction related cost information received from external consultants and the Council for quality assurance. Conduct gap analysis cost studies of project documents received by external quantity surveying and or other building consultants.
* Undertake benchmarking and market research and compile pre‑tender estimates. Review commercial submissions of tenders and complete tender analysis reports and contract sum analyses.
* Ensure the accurate reconciliation of project costs and the agreed final account to enable the recovery of leaseholder major works contributions.
* Review and approval of complex applications/variation orders against established basket rates and the NHF schedule of rates, scopes of works and other pricing schedules to ensure cost control and value delivery.
* Monitor the day‑to‑day spend on capital projects in Housing. Prepare regular cost reports, including out‑turn cost and cash flow.
* Collate indexation calculations for programmes in January annually to be submitted to the commercial lead to review and approval and issued to each contractor ready for the new financial year.
* Develop and maintain good co‑operative working relationships with a range of consultants and contractors employed by the council to deliver the Civic Campus.


Person Specification

* A good knowledge and understanding of construction project costs, design and wider delivery issues within the public sector.
* Quantity Surveying Degree or similar construction qualification.
* Knowledge and understanding of the wide range of procurement methods within construction.
* A member of the Royal Institution of Chartered Surveyors with substantial post qualification building surveying experience.
* Willingness to work outside normal working hours and to attend public and Council meetings held in the evenings as and when required.
