About the Role
VANRATH are delighted to be assisting Ards and North Down Borough Council in the appointment of a Head of Strategic Capital Development.
This role, within the Place & Prosperity Directorate, carries responsibility for the Council's Strategic Capital Projects. The postholder will oversee the development, planning, and delivery of major capital investments, ensuring projects are well-managed, aligned with corporate priorities, and provide value for money.
Key Responsibilities
1. Provide strategic leadership across all capital development programmes.
2. Develop and oversee business cases and approval processes for major projects.
3. Lead on the appointment and management of consultancy teams for capital delivery.
4. Act as primary contact between Council officers and external consultants/contractors.
5. Oversee the planning and project management of large-scale capital schemes.
6. Manage budgets, resources, and compliance across capital investment.
7. Represent the Council at committees, project boards, and external forums.
8. Drive continuous improvement and innovation in capital project delivery.
Candidate Criteria
Essential:
9. Degree (or equivalent) in Architecture, Quantity Surveying, Engineering, or a related discipline.
10. At least 3 years' senior management experience with direct responsibility for at least three of the following:
11. Development of business cases and approvals for major capital projects.
12. Management of consultancy teams.
13. Acting as liaison between internal and external partners on project delivery.
14. Project management of large-scale capital schemes.
15. Proven leadership and ability to unite teams around shared goals.
16. Financial, project, and change management expertise.
17. Strong stakeholder management and negotiation skills.
18. ICT competence and effective use of new technologies.
19. Access to transport for role requirements.
Desirable:
20. Additional relevant professional qualifications.
21. Chartered membership of a relevant professional body.
