Gabriel was enrolled on a data apprenticeship that the council offered after finding that university wasn’t for him. Gabriel’s now part of the Public Health team spotting trends and patterns in young people’s eating habits and overall health in local schools.

His work underpins the team’s core initiatives by identifying and enabling data-informed decisions across the borough. Gabriel’s insight allows services and support to be provided where it’s most needed. Gabriel and the team contribute wholeheartedly to the wellbeing of our residents. And he’s an integral part of our collective efforts to make sure children are given the best start in life.


The Role:

As Markets Manager (Public Health Commissioner) with our Public Health team you can make your own powerful contribution to our success. You’ll be responsible for a varied portfolio of Public Health contracts, such as sexual health, children and young people, substance misuse and behaviour change. You will join a high performing team responsible for the commissioning, service shaping and contract management of public health services designed to transform our approach to care and support delivery in both Westminster City Council and The Royal Borough of Kensington and Chelsea.

Helping to develop and deliver the strategic agenda for Public Health services across both councils, it will be your task to ensure alignment with the relevant political, corporate and departmental priorities. Committed to achieving objectives by managing contracts, gaining maximum value for money, maintaining a strong customer focus and mitigating any risks you identify, you’ll work collaboratively with our residents and partners to design and implement projects that help people ‘live their best lives’. We’ll also expect you to contribute to transformational programmes by working with key stakeholders and your departmental colleagues to ensure the implementation of forward-facing commissioning plans, and contribute to a range of redesign services.

Using evidenced-based knowledge, you’ll also support the implementation of new initiatives and ensure that contracted service providers respond quickly to external events. And of course, you’ll maintain a constant watch to ensure that services are of the highest quality, managed effectively, reported and delivered on time, and residents’ needs are at the heart of every decision you and your team make.

About You:

With a well-developed understanding of a range of different project and resource management methods, and ready to make a positive contribution to the delivery of transformation programmes, you’ll have an excellent working knowledge of public health or adult social services. It’s also vital that you have experience of delivering effective contract management, including performance monitoring and measurement designed to achieve improved service outcomes, financial efficiencies, savings and the minimisation of contractual risk.

We’ll look for proven expertise relating to best practice performance management methodologies, the skills to assist in the setting of contract standards, and the ability to quality assure key contract documentation when work is handed over to the contracts team. Capable of preparing briefing papers, reports and other relevant material for elected members, you should also have the confident to challenge poor performance from contractors, and hold them to account.

You’ll be expected to develop strong relationships with our key stakeholders based on the value of the contract management support and the assurance that it provides, and have experience of establishing appropriate payment mechanisms to manage financial risk, incentivise providers and support cash flows. It’s important that you’re capable of mobilising and implementing newly commissioned services to ensure business continuity for our service users and staff, and in addition to evidence of continuing professional development, we’d prefer you to hold a degree level qualification or equivalent experience.
