Thisis an opportunity for someone with strong analytical skills and an interestin applying them to data to solve real life problems. This role will supportthe evaluation of the West Yorkshire ICB Accelerator project. You will beasking questions to evaluate the impact of health interventions dedicated toaddress economic inactivity, prevent it from getting worse, retain jobs andhelp people return to work.
Therole is funded by the West Yorkshire ICB Accelerator programme funding, whichis being lead by the Improving Population Health team, part of the strategyand partnerships directorate.
Youwill be using linked data sets, surveys and focus groups to understand thesuccesses and challenges of the accelerator programme.
Workingclosely with the ICB evaluation service you will be supported to develop andimplement evaluation methods and deliver one or more rounds of evaluation foreach of these programme including using linked data sets covering large partsof the health and care system in West Yorkshire.
Deadlinefor the role is July 22nd, but we may close the application early if wereceive a large number of high quality applications.
Main duties of the job
Thesuccessful candidate will be expected to deliver the accelerator evaluations:
Develop evaluation methods and aproject plan;
Develop methods to collect the datarequired;
Analyse the data collected;
Deliver evaluation outputs such asreports and presentations to communicate findings and recommendations.
Therole will work closely with other analysts in the evaluation service and usewell established project management approaches to deliver evaluations andsupport the development of the Service including new and novel methods andapproaches.
Youwill have a close working relationship with the West Yorkshire ImprovingPopulation Health team, providing guidance, insight and recommendations toimprove the programmes they manage, helping to develop their skills to ensureevaluation methodologies are used in future programmes of work.

Job responsibilities
Thepost holder will be responsible for gathering and analysing evidence andpresenting this in the form of evaluation, with the aim of providing complexintelligence to the local system to ensure effective commissioning, deliveryof services, and the best use of resources.
Thecandidate will be required to plan, develop and mobilise evaluations in linewith programme requirements and then assess and appraise evidence gatheredthrough systematic methods and engagement techniques. They will also haveresponsibility for reporting and communicating the findings from all theavailable evidence to show what, if any, progress has been made towards theachievement of pre-determined outcomes. They will also be required to collateand analyse data to produce intelligent information which informs decisionmaking, performance monitoring and planning.
Therole will require an innovative approach to analytics, and working incollaboration with stakeholders including programme and clinical leads,commissioners and delivery partners.You will also be expected to use story telling approaches to influencepeople accessing the services and key decision makers.
Thepost holder will have experience of using at least one of qualitative,quantitative and health economic approaches and a wide knowledge of researchmethods and principles used in the evaluation of local services andinterventions to establish evidence of effectiveness.

Qualifications
* A range of research and evaluation methodologies
* Use of at least one of qualitative, quantitative or economic analytical techniques
* Educated to degree level and significant relevant post graduate experience
* Structured Query Language, R or other languages
* Experience of developing surveys and using Nvivo for analysis
* Understanding the principles of Health Economics
Experience
* Producing and communicating evaluations of services to a range of audiences.
* Aware of the aims and responsibilities of ICBs.
* Knowledge and understand of information governance and operating within UKGDPR.
* Understanding of individual data items within systems used by ICBs. .
* Understanding of health inequalities
