I have been asked to find a Health, Safety, Environmental and Quality Manager to cover reinforced concrete and associated works packages in London and Home Counties
My client is an up and coming specialist RC Frames & Groundworks contractor with a turnover currently of around: £25–30m. They are a building up a loyal client base and have a positive outlook going forward.
This is a dynamic and growing contractor specialising in reinforced concrete (RC) frames and groundworks, delivering high-quality solutions across commercial and residential projects. With a strong commitment to safety and compliance, they are seeking a proactive HSEQ Manager to lead and embed best practices across their operations.
-Opportunity Summary:
As the sole HSEQ Manager, you will take full ownership of safety, health, environmental, and quality management within the business. This autonomous role requires a hands-on professional capable of working independently, advising on all HSEQ matters, and driving compliance across high-risk construction activities. You will act as the primary point of contact for SHEQ, managing accreditations, site-level reporting, and training while ensuring alignment with legal and company standards.
-Key Responsibilities:
-HSEQ Leadership: Serve as the sole HSEQ Manager, overseeing all safety, health, environmental, and quality systems for RC frames and groundworks projects.
- Compliance & Documentation: Ensure adherence to UK legislation (e.g., CDM 2015, HASAWA) and maintain accreditations (e.g., ISO 45001, 14001, 9001). Develop, review and approve risk assessments, method statements, and equipment certifications.
- Site Operations: Conduct regular inspections, audits, and risk assessments for groundworks (e.g., excavations, temporary works) and RC frame activities (e.g., formwork, work at height, concrete pours).
- Incident Management: Lead investigations, root cause analysis, and implement corrective actions for incidents/near misses.
- Training & Development: Organise and deliver site-specific training for operatives, subcontractors, and management. Promote a strong safety culture.
- Reporting: Provide clear, concise HSEQ reports to senior management and clients, highlighting performance and areas for improvement.
- Sustainability: Drive environmental initiatives, such as waste reduction and CO2 management, aligned with company goals.
-Requirements:
- Experience:
- Minimum 5 years in a HSEQ role within UK construction, specifically with RC frames, groundworks, or civil engineering subcontractors.
- Proven track record as a sole HSEQ practitioner in a SME environment, managing end-to-end compliance.
- Familiarity with groundworks challenges (e.g., utilities, temporary works, soil conditions).
- Skills:
- Ability to work independently, prioritise tasks, and lead HSEQ initiatives without direct supervision.
- Strong technical knowledge of RAMS, LOLER, PUWER, and CDM 2015.
- Excellent communication skills to engage site teams, subcontractors, and senior management.
- Proficiency in Microsoft Office and HSEQ management software.
-Qualifications:
- Essential:
- NEBOSH Diploma/NVQ Level 6 (or equivalent) in Occupational Health & Safety.
- CSCS Card (Manager level), First Aid at Work and SMSTS certification.
- Membership in IOSH (GradIOSH or CMIOSH preferred).
-Desirable (not essential):
- Experience in developing/delivering health and safety training.
- ISO 45001/14001/9001 Auditor certification.
- Temporary Works Coordinator (TWC) or similar.
