Summary:
The Strategic Consultant - Alternative Provision will be responsible for leading a critical review and redesign of West Sussex County Council's (WSCC) Alternative Provision (AP) services within the context of the wider Special Educational Needs and Disabilities (SEND) provision. This interim role is focused on strategic planning, system redesign, and culture change, using the SEND & AP Change Programme's 3-tier model as the framework. The consultant will drive the development of a sustainable AP strategy, forecast future demand, and ensure all commissioning efforts support a truly inclusive system with improved provision in mainstream schools.
Responsibilities:
* Review and analyze the current structure and effectiveness of WSCCs alternative provision services, alongside the wider SEND provision.
* Utilise the SEND & AP Change Programme's 3-tier model as the foundational framework for review and planning.
* Support the creation of the Local Area Inclusion Plan (LAIP).
* Ensure all changes to service delivery are based on creating an inclusive system with improved provision in mainstream schools.
* Maintain a focus on early and accurate identification of needs and inclusion across the system.
* Develop a range of resources necessary to monitor the impact and effectiveness of the new AP strategy and service model.
Essentials:
* Knowledge of the SEND and AP Change Programme and its underlying principles.
* A clear understanding of commissioning services, from strategic design to individual placement advice.
* Proven ability to persuade and influence others at a senior level to adopt new strategies and inclusive practices.
