Primary Purpose. To oversee all policy matters affecting the RN Reserve Forces (Maritime Reserves (MR) and Royal Fleet Reserves (RFR)) to ensure policy is legal, in line with RN or Tri-Service policies and is formally implemented into BRd3(1) and BRd3(2). Secondary Purposes : Provide N1 and people-policy advice to Command, Units CMR HQ and NCHQ. Develop, simplify and implement MR and RFR Reserve policies as directed by COMMARRES and the Head of People Policy Strategy and Plans (PSP). Support the development and implementation of tri-Service Reserve policies, as requested by RF&C. Provide Reserves policy advice to the RN’s Head of Future People Programmes (FPP), including: Zig Zag Career Pathway. Flexible Workforce Programme. Reserves Policy Adviser, and support RF&C, for the Minister for Veterans and People’s Review of the Reserves Forces Board. Chair for the CoE/Bounty Waiver Board and oversee the administration of the board iaw BRd3(1). Reserves Policy Adviser for the development of the RN’s Mass Mobilisation Operating Model. Support the development of DefHRS, as requested by DDPS. ACCOUNTABILITY SO1 Policy is accountable to: DACOS MR FP, as the Functional Line Manager and Divisional Officer. Head People PSP for all policy matters AUTHORITY SO1 Policy is authorised to: Liaise with MoD authorities, SO1/2 Specialists and outside Agencies on matters pertaining to Reserves policy. To represent MR and RN in matters of direct relevance to Reserve policies specifically. Head People PSP Head FPP RF&C MOD Legal HD R&A To liaise directly with RN policy desks, SO1 Employment Policy, SO1 Employment Law, Reserves Career Manager and Profession Managers. ORGANISATION SO1 Policy is the Line Manager for: SO2 Pers. SO1 Policy is the 2RO for: SO3 Pers. RSU OiCs (x4). PRINCIPAL TASKS As follows: Provide N1 and people-policy advice to Command, Units CMR HQ and NCHQ. Provide Reserves policy advice to the RN’s Head FPP. To oversee all policy issues affecting the RN Reserves and ensure it is incorporated into the relevant JSPs and BRs, and is legally compliant with BR3(2). Support the development and implementation of tri-Service Reserve policies, as requested by RF&C.To ensure the Certificate of Efficiency (CoE) Waiver Board is convened each year.To be Editor of BR3(2) and Sponsor for BR3(1) Part 10 (Reserves). To lead the project that will implement the National Support Unit, achieving IOC by Jun 26 and FOC by Mar 27. To act as Line Manager/Divisional Officer to staff. To contribute to the overall daily management of MR routine business.To be CMR Duty Officer iaw with the Duty Roster. COMMITTEES The post holder Chairs the following committees and groups: CoE Waiver Board. The post holder is a member of the following committees and groups: RSU Weekly meeting. MRFP Weekly Team meeting. MR HODs. Specialist Working Groups, as required
