Job Title: Senior Payroll Officer
Location: London Borough of Hillingdon, Civic Centre, High Street, Uxbridge, UB8 1UW

End Date: 1 September 2025
Working Hours: 21 hours per week, between 9am and 5pm
Pay: Competitive hourly rate 27.04 umbrella per hour
We are currently recruiting for a Senior Payroll Officer to join the London Borough of Hillingdon on a part-time basis to cover maternity leave. This is a fantastic opportunity for an experienced payroll professional to contribute to the delivery of accurate and timely payroll services within a busy local authority environment.
Key Responsibilities
* Ensure employees are paid accurately and on time
* Manage end-to-end payroll processes including gross to net calculations, BACS transmission, RTI submissions, and costings
* Handle complex payroll queries and emergency payments
* Administer salary sacrifice schemes and redundancy payments
* Assist with year-end procedures, pay awards and statutory returns
* Run reports for auditing, reconciliation, and management information
* Liaise with accountancy staff and provide professional advice on pay policies
* Maintain and develop payroll systems and support service improvements
Essential Requirements
* Proven experience delivering transactional payroll services and resolving complex queries
* Knowledge of public sector pension schemes such as LGPS, Teachers, and NHS
* Strong IT skills including use of Microsoft Office and payroll systems such as Zellis or HCM Resourcelink
* Familiarity with HMRC regulations and statutory payroll obligations
* CIPP qualification and evidence of ongoing professional development
Desirable Skills
* Experience in a local government setting
* Knowledge of Business Objects and Power BI
* Understanding of Local Government pay and grading structures
This is a part-time role of 21 hours per week with flexibility required around payroll deadlines. The post is based at the London Borough of Hillingdon, Civic Centre, High Street, Uxbridge, UB8 1UW, and will report to the Payroll and Reward Team Leader.
